In July 2016, the Prosecution of Serious Crimes within the "Balkan" operation issued 30 arrest warrants on charges of international trafficking of hard drugs. One of those arrested was the citizen JM, leader of the group.

This organization was accused of trafficking heroin from Turkey to Albania.

A few days after the arrest, JM, for health reasons, was transferred to the Prison Hospital and from there to a private hospital in the Ali Demi area.

Room no. 11 was guarded by a platoon of police officers from the prisons department, who made sure that the detainee did not leave. But they had no business stopping visitors from entering the room where the gang leader was.

After more than 1 month that the leader of the group was in the premises of the private hospital, a senior official of the General Directorate of Prisons enters the room where JM was laid up. The official's visit was made at the defendant's request.

"It was a tense conversation. With shouting and threats. As one of our superiors was in the room, we approached and opened the door. The calm-faced superior ordered us out.

The conversation continued for about 20 minutes with high tones on the part of JM. According to him, two LSI officials, specifically the citizen EG and the citizen ET, had received a bribe of 170 thousand euros in cash as well as a Volkswagen Golf 7 vehicle with the pretense of releasing him from prison on the grounds of health reasons.

But more than 2 months had passed and the promise had not been kept. The prisoner asked our superior to intervene so that either they release him, or EG and ET return the money. The superior left and was not seen again. After 1 month, the citizen JM was transferred again to the prison hospital, and today he is serving his sentence in the Reçi prison in Shkodër".
