ECUADOR - A structure composed of 7 doctors and an official of the National Service for Comprehensive Care for Persons Deprived of Liberty (SNAI) is suspected of having favored Albanian drug trafficker Dritan Rexhepi Haxhiu, sentenced in Ecuador to 13 years in prison for criminal offenses related to drug trafficking.

According to investigations, the group is suspected of using forged documents, irregular medical certificates and even a fingerprint reproduced in latex, to create the impression that Rexhepi was fulfilling the obligations imposed by justice, even though he had left Ecuador.

A joint operation by the National Police and the Attorney General's Office of Ecuador led to the arrest of eight people suspected of being part of this corruption network.

Interior Minister John Reimberg announced that the operation involved 11 simultaneous raids in Guayaquil, Quito and Morona Santiago. Among those arrested were seven doctors, some of them former employees of the Ministry of Health, as well as an employee of SNAI.

The suspects are being investigated for alleged criminal offenses related to:

Organized crime; Procedural fraud; Identity substitution; Forgery; Use of forged documents; False testimony.

How Dritan Rexhepi was allegedly favored

According to investigations, the network is suspected of manipulating judicial procedures and penitentiary controls to favor Dritan Rexhepi Haxhiu.

Rexhepi had left Ecuador through the Rumichaca border crossing on September 7, 2022, using a false identity. He was later arrested in Turkey in November 2023.

Although he was outside Ecuador, authorities found that periodic appearances continued to be registered in his name with SNAI, as well as medical certificates and other documents that created the impression that he was complying with the measures imposed by the court.

According to Minister Reimberg, the group is suspected of having prepared forged documentation, used forged signatures, and created irregular presence records to simulate that the Albanian citizen continued to reside in Ecuadorian territory.

One of the elements that most caught the attention of investigators was the reproduction of the fingerprint. According to the minister, the network allegedly used a latex glove with Dritan Rexhepi Haxhiu's fingerprint to simulate his presence during procedures and checks that were not actually carried out by him.

8 months of investigation

Minister Reimberg said that the operation was the result of more than eight months of investigations conducted by the Police and the Prosecution Office in the context of cases related to suspected criminal offenses in the public health system.

According to official information, the suspects allegedly received payments in exchange for issuing irregular medical certificates and managing records that justified Rexhepi's fulfillment of court obligations, which were not actually being fulfilled.

Reimberg also stated that new evidence was collected during the checks, which could lead to other investigations regarding possible cases of corruption in the public healthcare system.

Investigations may be expanded

Ecuadorian authorities announced that the checks were not only aimed at collecting evidence for the case related to the Albanian drug trafficker, but also at identifying possible links to other corruption schemes.

The investigation continues under confidentiality measures, while the Prosecution is reviewing the seized evidence and determining the degree of involvement of each of the arrested persons.

Authorities do not rule out the possibility that other people may be involved in the ongoing investigation.

Four-time escapee from prison, with several serious sentences and false identities, accused of murdering police officers, kidnapping Jan Prenga on orders from prison and international drug trafficking, Dritan Rexhepi, was born on April 10, 1980 in the village of Velçë, Vlorë, and has also used the names Lulëzim and Gramoz, but also Dionisopoulos Rexhepi. He was extradited to Albania on January 8, 2025.

The 46-year-old is considered a person of high social risk, while he was considered one of the most powerful drug traffickers and is accused of transporting drugs from South America to Europe.

He is suspected of being the first contract killer in our country and was sentenced to 25 years in prison in absentia for the murder of two police officers in Fushë-Krujë, Arben Keqi and Durim Kasmi in 1998.
