The Special Prosecution Office did not react after the arrest of Safet Bajri, shedding light on the charges against him, Behar Bajri and Astmer Bilali.

According to SPAK, sufficient evidence has been collected from the investigations conducted that raise reasonable suspicion that Safet and Behar Bajri, in collaboration with Astmer Bilal, killed Fatbardh Lici, a relative of Ibrahim Lici, in Shkodra in 2018.

It is suspected that the murder was committed in revenge for the murder of Brahim Bilal by Ibrahim Lici.

SPAK announcement:

The Special Prosecution Office against Corruption and Organized Crime, within the framework of the investigations it is conducting for criminal proceedings no. 112 of 2019, has requested from the Special Court of First Instance the imposition of coercive personal security measures.

The Special Court, with decision no. 12, dated 17.02.2025, has decided:

– Assigning the personal security measure “Arrest in prison”, provided for by Article 238 of the Criminal Procedure Code against the persons under investigation BB; AB and SR, suspected of committing criminal offenses; “Premeditated murder” committed in the special form of collaboration, that of a structured criminal group to the detriment of the victim FL, “Structured criminal group” and “Commitment of criminal offenses by a criminal organization and a structured criminal group” provided for by Articles 78/2 and 28/4, 333/a and 334/1 of the Criminal Code;

From the investigations conducted within the framework of this criminal proceeding, which is related to several criminal events that occurred in the city of Shkodra in 2018, it results that evidence has been collected on which a reasonable suspicion has been created that the persons under investigation; BB; AB and SR have planned, organized and carried out on 10.08.2018, in the city of Shkodra, the murder with a firearm of citizen F. L, a relative of citizen IL. The motive for his murder is suspected to be related, among other things, to the attribution that citizen BB makes to citizen IL for the murder of his acquaintance, citizen BB,

On 21.02.2025, the General Directorate of the State Police executed security measures for the persons under investigation BB; AB and SR.

The Special Prosecution Office thanks the General Directorate of the State Police and the Shkodra Local Police Directorate for their cooperation in the execution phase of security measures.
