The former prime minister, Sali Berisha , chose to do the defense for the privatization of the former Partizani Sports Complex from the blue office and not to go to the hearing that is being held for him in the Special Court.
In a conference for journalists, Berisha spoke about the decision approved by him when he was prime minister " to postpone the deadline for the use of privatization bonds ".
According to Berisha, the decision to use securities in the privatization process gave priority to the former owners.
"Securities were issued in Albania as a mechanism by which citizens were intended to benefit from the privatization of enterprises. They were commonly used in former communist countries. As president, I approved in 1995 their issuance and distribution. They are distributed free of charge to citizens according to age groups.
A variant of them was the privatization lek, which was given to the politically persecuted. They were absolutely equivalent to the lek. They are not identical to the lek. Lek had the most real value. In this period, privatization bonds were used for the privatization of thousands of buildings and dozens of enterprises and the purchase of housing, their legalization. To the persecuted, the privatization money was given as compensation for the years of prisons and privatization camps. With those, the persecuted bought objects, received support.
In 1997 the process was stopped, but it did not go away. Even in 2020, this government has a decision on their use.
In 2008, on the eve of privatization, their use was restored to the extent of 80% with bonds and 20% with Lek. The owners bought about 20 billion ALL of objects that were privatized. In total, the rest consumed around 120 million euros or dollars. The decision with which I am brazenly accused of passive corruption because it was made to benefit my owner's son-in-law".
Thousands of citizens benefited from this decision, argues the former prime minister, and Jamarbër Malltezi was one of them.
"The decision had nothing to do with it. The owner, Jamarbër Malltezi, with 64 other owners, owed 794 thousand euros. He paid them penny for penny, without privatization bonds since the decision had not been made. 11.4% were paid in total with bonds. This is the truth. Subsequently, thousands of other citizens have used them for the privatization of housing".
Berisha describes the indictment as political. According to him, Prime Minister Edi Rama is behind the file of the Special Anti-Corruption Prosecutor's Office.
"This is a shameful indictment, against a reform that still exists today. Bonds are used as an obligation to citizens, after an entire economy was privatized and they were left empty-handed. The problem is a genuine political indictment of the reforms. PD does not give up anything from its program. I feel honored for every act and law he has undertaken. To find judges analyzing the laws and allowing themselves to be slandered only happens in mythology. but this does not discourage us".
The only ones who have benefited, added Berisha, are the owners:
"If I am accused of corruption for having postponed the deadline for the use of privatization bonds, from which 64 owners have benefited, a group to which the government and the Albanian state owed a minimum of 1 million and 50 thousand euros for three years in a row rent, because the mafia did not release the land, I would do this 1000 times. This is all. To be accused of favoring them while by law I have disfavored the owners".
Part of SPAK's voluminous file on the privatization of the former Partizani Sports Complex is also the discussion held in one of the meetings, which was led by the then Prime Minister Sali Berisha, where it was discussed "about the criteria for evaluating the state property, which is privatized for sale procedure".
The Minister of Economy, Trade and Energy, Genc Ruli, spoke about the methodology of paying the value of the object, which was previously done in Lek, while now it was planned to be done in Lek and securities.
