The President of the Republic, Bajram Begaj, has returned for consideration in the parliament the changes in the law on citizenship. In the reasoning of the head of state, it is stated that this law was not approved according to the constitution, which provides for approval by a qualified majority.

"For a law for which the Constitution has provided approval by qualified majority, specifically 84 votes, these amendments did not receive the required number of votes and cannot be called approved".

According to the president, procedural violations were found in the amendments to the law.

"In the process of constitutional control, the finding of procedural violations, which conflict with a constitutional provision (letter "b" of point 2 of Article 81 of the Constitution) is a self-sufficient reason for returning for review of the law".

Begaj emphasizes that "acquiring citizenship by naturalization according to the Convention has a mandatory condition of staying legally and continuously for a certain period before filing the application. The length of the residency period depends on the will of the legislator. The Convention, for its part, only requires that this duration not exceed ten years".
