Edi Rama, the Prime Minister of Albania and the Prime Minister of the Netherlands, Mark Rutte, in an article for the European media 'Politico.eu', have expressed their support for the project of the European Political Community.

Rama and Rutte write that the situation created by Vladimir Putin with the aggression in Ukraine yesterday and the necessity of a strong, continuous and united European response are the reasons why they fully support President Emmanuel Macron's proposal for a European Political Community (ECC).

The economy, cyber security, trade, exchanges between young people, etc. are some of the areas that the two prime ministers encourage more cooperation.

On February 24, as Russia launched its brutal invasion of Ukraine, Europe faced the sudden awakening that peace on the continent is not guaranteed. This unprecedented and unjustified war is an attack on the international legal order and, as such, poses a threat to our freedom and security.

With this war, the Russian president, Vladimir Putin, hoped to sow discord among the countries of Europe, but, in fact, he succeeded in getting the opposite. We stand united, not only the members of the European Union, but all the countries of Europe.

We will do everything within our power to help Ukraine regain full sovereignty and territorial integrity and support its reconstruction. However, it is a fact that Russia's unprovoked aggression also forces us to reflect on some of the fundamental principles we share on our continent and how best to protect democracy and our common values. The need for a strong, sustained and united European response is more necessary today than ever.

This is why we fully support President Emmanuel Macron's proposal for a European Political Community (EPC).

The KPE should be the place where all democratic European countries can discuss common concerns and challenges and find solutions. The community should not be bureaucratic, but flexible. It must be guided not by fixed agendas, but by priorities that affect us all, including the war in Ukraine, energy dependency and food security.

We need a platform that does not overlap the strong regional organizations we already have in Europe and does not take the place of the well-structured EU membership process for the candidate countries. KPE should be a space where we can meet and do work, regardless of whether we are members of the EU or not. We are very much looking forward to our first meeting on October 6th, in the beautiful city of Prague, and we strongly believe that we have an important and ambitious program to discuss right from the start.

We ourselves see tremendous potential for the expansion and integration of our continent's energy and transport networks and, at KPE, we can discuss how to work towards an interconnected and climate-zero European energy system. Prioritizing investment in European energy production will further help to achieve full independence from Russian energy exports, while, no doubt, in the short term all European countries must work to find solutions to increase energy prices.

At the same time, the climate crisis remains one of the biggest challenges we face — we can see this every day across the continent. Thus, we must also coordinate to advance the ambition expressed at the meeting of the Conference on Climate Change (COP26), in Glasgow, to finance the climate adaptation of developing countries.

Another big challenge is cyber security. All of our countries face cyber threats, so we must strengthen shared cyber resilience by working with each other to secure our institutions and networks. Besides these challenges, we also need to invest in a positive agenda for our common future.

First and foremost, this means investing in our young people. Thus, we need to discuss pan-European capacity, competitiveness and sustainability of higher education, scientific research and innovation and this should be done as soon as possible, without any delay. We must continue to promote exchanges between young people and cooperation between universities and we can use KPE to share best practices in this field.

Finally, we must also discuss how to improve trade within Europe. We need a strong framework of economic growth and social convergence in every part of Europe. It is essential that we support regional and local economic cooperation initiatives and invest in regional transport and trade connectivity.

KPE represents for us a crucial opportunity to face common challenges. Europe must shape its own future and the only way to do this is to work together as democratic members of the European family. When we work together, we are stronger, safer, more prosperous. So, in Prague, let us set up a forum that is inclusive and effective. You can count on our support to achieve this.
