Meta request to the Assembly: To establish a Special Parliamentary Commission

After returning to the Assembly for consideration the agreement for the Administration of Butrint Park, President Ilir Meta addresses the Assembly with a request for the establishment of a Special Parliamentary Commission for this Park.

According to the Head of State, "this issue enters exactly the type of those issues of extremely special importance, which requires high care from state bodies."

In his reasoning, President Meta emphasizes that a Parliamentary Commission should be established "with the aim that the wealth and finances of the state created from an inalienable national wealth, be administered in function of this issue in the best possible way."

FULL EXPLANATION OF PRESIDENT META:

- respect for constitutional principles and universal values;
- protection of our national heritage from distortions of any kind;
- compliance with the Paris Convention and the principles set by UNESCO;
- to ensure that the legal order of the norms of the Albanian legislation is the same and equal for all and no one can have a preferred treatment by the government through the Assembly;

- to not allow any possibility for the property of the Albanians to be mismanaged and the most important parts of it that prove the real traces of the Illyrian identity and the Albanian state to be lost;
- in respect of the Resolution of the European Parliament for Albania of 19 May 2022 and convinced and supportive of all that is set out in this Resolution;
- with the aim that the wealth and finances of the state created from an inalienable national wealth, be administered in function of this issue in the best possible way;
- respecting at the same time the will and commitment of the Albanian-American Development Foundation (AADF) for years;
- in respect of every expert and citizen and member of the civil society of the Republic of Albania, who through opinions, evaluations and commitments seeks the protection and promotion of our national values and our common wealth;
based on article 85 point 1, 86 point 1, 92 / a, of the Constitution, as the President of the Republic, in the capacity of the Head of State and as a representative of the unity of the people, I have decided that this law should be returned once again to the Assembly , in order for this issue to receive the necessary time and attention, to be re-evaluated by the Assembly, through a real and in-depth discussion process.

Regarding this important issue, as President of the Republic, I consider that in support of the Constitution of the Republic of Albania, as well as Article 24 of the Rules of Procedure of the Assembly, this issue enters precisely the type of those issues of extremely special importance, which requires high care from state bodies and for this the Albanian Parliament should approve the decree of the President, and evaluate the suggestion for the establishment of a Special Parliamentary Commission, which through a wide and solid process of consultation and discussion, can produce the best product, and through a wide agreement to offer to the coming generations the best solution for the Butrint National Park and all the assets of any kind of part of it.

In this way, not only will we guarantee better solutions and choices, but we would be in unison with the requests of the European Parliament, which on May 19, 2022, adopted the Resolution with 73 points, where, among other things, calls on Albanian politics to show political maturity in dealing with issues of public interest, to increase democracy, recalls the responsibility of central and local authorities to ensure transparency, accountability and inclusiveness, and emphasizes that improved governance, transparency, legal certainty, inclusion and social dialogue are essential for stimulating foreign direct investment and retaining skilled workers; calls for meaningful involvement of civil society and other stakeholders in the policy action debate.

If the majority in the Albanian Parliament will elect as it has publicly stated to politically overturn the decree of the President of the Republic, and continue with the entry into force of law no. 50/2022, this would not serve at all the high interests of the country and the Albanian nation, but would worsen any relationship of state bodies with civil society, experts, and citizens as a whole.
