The government also hid from the deputies the agreement signed with the Arabs for the construction of the yacht harbor in Durrës.

The documents that were submitted to the deputies this Thursday for this project was a law with six articles, where the sixth article is the one that provides for the entry into force after the publication in the official notebook and the accompanying relation.

Ironically, the relationship determines that along with the law, the agreement signed between the Ministry of Finance and investment companies, where the creation of the commercial company "Albanian Seaports Development Company" with the participation of the state as a partner, is submitted to the Assembly.

However, the agreement signed between finance and investment companies has not been submitted. The only thing that is public is the agreement signed between the Ministry of Infrastructure and Energy and the Arab side.

The report states that financing for the 2.1 billion euro project will be provided through a combination of equity financing from Eagle Hills; debt financing contributed by, or on behalf of, Eagle Hills; sales revenue collected from customers by the strategic investor; borrowing from financial institutions and investments from third party investors, organized by Eagle Hills.

The report also reveals that the Albanian state will benefit from only 2 percent of the annual turnover that the tourist port will carry out, in exchange for giving about 1 million square meters of public property.

This is probably one of the main reasons why Edi Rama hastened to pass the draft law in the Parliament with an accelerated procedure. The procedure can be used to hide the suspected corruption affair with 2.1 billion euros, the largest in the country's 30 years of democracy.

Asked by opposition MPs, Rama said only that the accelerated procedure was being used as there was no time to lose. That was the only reason. But what did it cost a project that has been waiting for more than a year, to wait another 40 days and be approved with normal and transparent procedures in the Assembly and for the Albanians to really believe that this was the biggest investment for the country?

Only Edi Rama and his Government know this answer.
