"We have no time to lose"! this was the weak alibi that Edi Rama, Belinda Balluku and Taulant Balla used to justify the passage by accelerated procedure in the Assembly of the law that paves the way for the construction of the tourist port of Durrës.

The project was presented during the campaign for last year's parliamentary elections, which means that it has been waiting about a year and a half for its launch. What was in such a hurry that he couldn't wait a few weeks and go through the normal procedure in the Assembly?

More than 'wasted time', suspicions arise in the accusations that behind this project is hidden the biggest corruption affair in three decades of pluralism.

It is about a 2.1 billion euro project, which will be passed by the Assembly without consulting the citizens and interest groups, as required by the normal procedure, but without consulting the other parliamentary committees either, but only in the Production Activities Committee, directed by Arben Pëllumbi.

Article 28 of the regulation of the Assembly and the Constitution define that there are two phases that laws that pass with an accelerated procedure bypass, the phase of consultation with the public on online platforms with at least 20 days and the next phase of discussions in other parliamentary committees, not only in the responsible committee.

And the more discussions there are, the more transparency would be produced. Transparency is what the government seems to be afraid of, demanding an accelerated procedure in the Assembly.

In addition, transparency has been hidden even from the members of the Assembly, who were not handed the agreement signed between the company that will build the port and the Ministry of Finance.
