Ilir Meta risks not participating in the next elections, the closest anticipated for next year to local government, if the Assembly approves changes to the Electoral Code under the Proposals of the File Authority.

The reason is some proposed provisions to be included in the code. The first relates to the obligation of parties and candidates for local and central elections to hand over to the File Authority the request and a form to verify whether or not they have files on the former State Security.

The candidate's application and plea form, or in cases of political parties on the list of candidates, must be handed over at least 70 days before the election date, and the Authority must verify them at least 50 days before the elections.

In cases where the candidate, or candidates, have files on the former security and candidate himself, or candidates have declared it, the more than legal issue is moral, as there is legally nothing to prevent him from racing.

But in cases where the candidate, or candidates have files in the former State Security and have not declared it on the plea form, the matter is forwarded to the Central Election Commission for review, which depending on the violation can review it in the Complaints and Sanctions Commission until it is addressed to the prosecutor on the charge of falsifying documents.

Ilir Meta claims that he has no record of the former State Security, that he was not his associate and that the I.M., which the File Authority is talking about, is another person. Even this Friday the former President stated that the I.M. in question had not one, but two files on former State Security.

However, in the request addressed to the Assembly, the File Authority says it is about the former President, but stresses that he cannot verify the file himself because it hinders point 4 of article 29 of the law on which it operates.

Among the proposals introduced in parliamentary procedure by the SP is also the abolition of this point and the verification of all political figures, which are previously equipped with the purity certificates of the figure by the Commissions Mezini and Bezhani. Such a certificate delivered Meta in 2017 when he was elected President.

With the changes proposed by the Socialists, the certificate is devalued and Meta and the entire political class will be subject to verification on the part of the File Authority. The changes may bring to light other names associates of State Security, but the one that risks not participating in the elections, at the moment is only Ilir Meta.
