The larger the engine and the older the car, the higher the annual tax payment you will pay starting from January 2027.

This is the main change that the new draft law on national taxes will bring, which foresees the abolition of the circulation tax on oil and the transition to an annual vehicle tax.

The new annual tax will be calculated based on age, engine power and fuel type, with diesel cars paying more than gasoline or gas cars. The formula remains the multiplication of the engine capacity by the age coefficient and the fuel-based fee, but the fees are increasing and the coefficients are being revised.

Currently, the fixed tax paid according to the type of fuel in the annual taxes is 12.5 lek for diesel and 10 lek for gasoline.

The draft law proposes that for vehicles with engine power up to 2,000 cubic meters, the tax will be 25 lek for diesel, 20 lek for gasoline and 20 lek for gas. For vehicles with engine power over 2,000 cubic meters, the fixed tax for the type of fuel is 26 lek for diesel, 21 lek for gasoline and 21 lek for gas. As for buses, the fixed tax for the type of fuel is 25 lek for diesel, 20 lek for gasoline and 20 lek for gas.

Starting from the engine to the type of fuel, this is a table with the final value of the annual tax that all drivers must pay. These amounts include only the car tax. Insurance and technical inspection are paid separately.

But if we take an example, a 2016 car with a 1,600 cc engine, diesel and an age coefficient of 0.24, which currently pays 4,800 lek in annual tax, from January 2027 will pay 9,600 lek or 100% more.

Also, a fixed payment of 15 thousand lek per year is foreseen for electric cars, while for electric motorcycles 1 thousand lek. For vehicles classified as luxury, the special annual tax increases from 21 thousand to 40 thousand lek.

The scheme also includes trailers and semi-trailers. For those weighing up to 50 tons, 1 lek/kilogram will be paid, while above this weight the tax will be 60 thousand lek per year.

But, while previously foreigners also paid the fuel tax when they refueled for each liter of fuel, the government is considering changing the annual tax to another tax that will be applied to foreigners at customs.

The number of vehicles in circulation in Albania, according to INSTAT data, has exceeded 1.1 million, while more than a third of them are concentrated in Tirana alone. An increase of 8.7% within a year./ TCH
