The AKSHI re-announced the tender for customs cameras, but the procedure continues to be accompanied by accusations of irregularities and favoritism. Despite the changes, concerns about the tender for customs cameras remain strong.

Despite the cancellation and re-announcement of the tender for the installation of security cameras at customs, the procedure continues to face accusations of serious problems, favoritism and restriction of free competition. The National Information Society Agency (AKSHI), as the organizer of the process, has changed some technical requirements, but concerns about the way the documentation was drafted and the predetermination of the winner still remain strong.

Part of the CSP company's complaint against the AKSHI criteria for the customs camera tender

As Skyweb.al previously reported, the initial tender, worth 720,000 euros, was canceled after the Public Procurement Commission (PPC) accepted the complaint of the Albanian company CSP, which raised serious doubts about the manner in which the procedure was conducted and the technical specifications set. According to CSP, the tender documentation was drafted in such a way as to favor specific equipment manufactured by the Chinese company Uniview, which is sanctioned by the United States of America for human rights violations.

In the text of the first complaint, CSP emphasized that the technical requirements were designed to “tailor-made” a single product, excluding any other alternative and destroying real competition between economic operators. These concerns were also reflected in the public pressure that was created, forcing AKSHI to cancel the tender to avoid another scandal in the field of public procurement and security.

However, immediately after the re-announcement of the tender, CSP filed another complaint with the KPP, this time with an even harsher accusatory tone. In the new complaint, CSP claims that the changes in the technical specifications are minimal and that the same fundamental problem remains: the criteria continue to be constructed in such a way as to predetermine the winner.

CSP emphasizes that, according to the Law on Public Procurement (LPP), technical specifications must be closely linked to the real needs of the project and not impose certain solutions that lead to unjustified cost increases and significant restrictions on competition. “In this case, we are dealing with a flagrant abuse,” the complaint states, noting that these actions discriminate against operators with more modest financial capacities and aim to keep the competition open only to a very limited group of competitors.

Furthermore, CSP states that the PPC itself has accepted the arguments presented in the first complaint, highlighting the serious problems with the technical documentation in the previous tender. Although the procedure has been reopened, according to CSP, there has been no real reflection on the errors and concerns found.

The fact that the initial tender envisaged the use of equipment from a company sanctioned by Albania's strategic allies, such as Uniview, while requiring high-level security certificates for the equipment installers, raised strong questions about the coherence and integrity of the entire process. Even after the re-advertisement, the procedure remains under the shadow of suspicions of predetermination and lack of transparency.

It remains to be seen whether the KPP will consider this complaint again to lead to a second re-announcement of the now famous tender for security cameras at customs. / skyweb.al
