I think it was predictable that even the second round of electing the new President (2022-2027) would fail. Not because it is difficult to find serious candidacies that would honor the Albanians and the devalued chair of the President of the Republic, but for the fact that it seems obvious that there is no political will for this. At least in these first two rounds it is the opposition that demonstrates the lack of this will, although their political rhetoric blames the majority for this failure. Who has eyes and ears understands, but still the opposition must do its job, although as always, tread and go.
The non-selection of one candidate from those eight candidacies showed that the DP (women) could not provide 20 supporting deputies to bring the name of a candidate to the plenary session for voting, as provided by the procedure. Thus, Edi Rama should have been blamed for breaking the agreement, by not "owing" the opposition any signature of the deputy - even if he "did not argue", in order to elect the President in this way, without entering the plenary session yet. Seen in this light, you can accuse Prime Minister Rama of "not accepting the bargain", but not of breaking the agreement. Even, maybe you do not have to accuse so high, you can stop at Taulant Balla, who seems to be enjoying the missing TV appearances.
Of course, Edi Rama and Rilindja are comfortable and will be able to elect the new President in the fourth round, as he stated. Also, Mr. Rama does not risk at all that he can deprive himself of this when he "releases a rope" to the opposition and asks them to bring candidates for voting. A divided opposition camp, "where the dog no longer knows the area", does not pose a danger to him. This is clear to all of us. For Mr. Rama, yes and yes!
So most likely the third round will resemble the two predecessors and the situation will ignite in the fourth round. Until then, the opposition, both women and non-women, will continue to accuse Mr. Rama that he has undermined the process of electing the President and that he intends to "usurp the Presidency". For the sake of truth, knowing the rhetoric of the opposition, whoever he / she will be elected head of state will be labeled as Rama's man. Time will tell.
In a normal democratic country, the procedure for electing the President is only the institutional finalization of a transparent process, where the candidate becomes known early enough. And not just to make your biography. Unfortunately, we are far from this reality, so let's get back to our plight.
There are at least three scenarios: The first scenario, in which 20 deputies of the united opposition propose again a prominent name, which in the plenary session is voted by at least 84 deputies, is impossible. Even thinner, it barely meets the conditions to be considered as a scenario.
The second scenario: "SP negotiating group", proposes a candidate with a professional experience like many other Albanians, but it is desirable for Mr. Rama. The Socialists will feel betrayed, although this is not the first time. Nothing will happen: Three days of noise from the opposition and then a tumultuous entry into the Presidency. We have guaranteed this solution right now, without waiting for the vote. The name will be surprise, not action.
Third scenario: SP proposes a prominent personality, who enjoys respect among the healthy part of Albanians. What are the qualities that a head of state should have?
Patriotism, love for the homeland are the essential qualities that should characterize the president of a country. He does not express himself in words. Also, it is not enough to sit on your knees and make a show by improvising the eagle with your hands. In the time taken, that Albania has gone through these 32 years of democracy, you must have shown political prudence and risked it. Further, he / she should master tactful behavior, present himself / herself confidently and radiate calm. To be unpretentious for big jokes, simple and with institutional, political and vital experience. So no one should think that in the chair of the President is sitting someone who should not be taken seriously. This candidate must guarantee institutional longevity at the time of selection. So, we can not wait until the end of the mandate, which we have returned to normal, but damn it, to be someone we have to beg to stay a second term. Also, this candidate has to be sensitive and tough at the same time. And humorous, even sticky! These people may even need to laugh at their own flaws and not just brag about things they are not to brag about.
Last but not least, Mr. Rama would hit the mark if the presidential candidate is one of those who have given a lot for true democracy and not one who has only received from it. So by no means a leftist. This action would not only mark the end of the political transition in Albania but would also meet the expectations of the opposition. Thus, Mr. Rama would bring to the vote the candidate that in fact should have been nominated by the opposition, which on the other hand can not but vote for a personality with these credentials. In this case, the votes would certainly be maximized. Through this action Mr. Rama would show that although he gave the opposition the chance to choose a good candidate, it is still not politically mature to do something good for the country, and not for the government in a qualitative way. In short, would further discredit the opposition. In fact, this would even amuse Mr. Rama.
The third scenario is the right one. If we were a country with a democratic culture, this would be the logical choice and solution, even in cooperation with the opposition. But, knowing that we are not like that at all, God forbid!
