Besnik Berisha, lawyer for Valon Ademi, administrator of the company “2A Group” which is a co-shareholder in the Vlora airport, invited to the show “Të Paekspozuarit”, gave details about the conflict with the Kosovar businessman, Behgjet Pacolli. He said that an agreement was made with Mr. Pacolli for them to have 49 percent of the shares. According to him, the peak of the clashes began after Pacolli received a 100 million euro loan which has not been completed in Albania.

"What is the conflict that we have and that we have filed a criminal complaint against Pacolli? We do not have a personal conflict with Pacolli, but with the entity that owns 81 percent of Vlora airport for the contract that guaranteed the start of cooperation. The cooperation with Mr. Pacolli was not to win a tender.

Mr. Pacolli himself entered the tender third, with 58 percent, the Turkish company and Valon Ademi then with 2 percent. The Turks, due to lack of funds, withdrew and their shares were transferred to MABCO Construction. On the same day, the agreement was signed between Mr. Pacolli and Mr. Ademi. The agreement was 50 to 50, but 49 to 51 was left. The agreement was made on the same day because Mr. Pacolli was not financially prepared for this process.

All the work at the Vlora airport was done by the workers, managers and engineers of 2A Group. When everything was done, 2A Group had carried out work estimated at over 23 million, together with the invested capital and the loan taken from BKT in Albania. The airport for the amount of 56 million euros was charged as a mortgage to BKT. The bank was verbally informed that Pacolli is not the only shareholder, let alone with 98 percent, and that there are two shareholders, one 2A Group with 49 percent and Pacolli with 51 percent.

Up until now, things were fine, the airport was even tested and a kind of inauguration was held, attended by the Prime Minister, Mr. Pacolli who arrived with his plane, and Valon Ademi, founder of 2A Group. Our partner has behaved as if he has 98 percent and not as if another partner also has 49 percent. Taking out a loan in Luxembourg is the height of alarm not only for the 2A Group investment but also for the national issue.

“2A Group” with the notarized contract and the authorization that gave those shares will be registered in the Central Bank. The concern has increased when another company, offshore, was introduced and we do not know who is behind it. He has negotiated behind the back of the partner. For the existence of the 2A Group company, an amount of 100 million euros has been allocated, 6 million have been sent to the Albanian state, but not for the airport and the Albanian state has not been aware and these funds have come to Kosovo.

Another account has been opened in Kosovo for MABCO Construction in Kosovo, a branch of the company in Switzerland, and this company has made a nest in the amount of 40 million euros that has come to Kosovo.

"There is no personal conflict with Mr. Pacolli, no one takes the shares when they are paid and invested. Mr. Pacolli no longer has control, but it has been suspended by the court until the transfer of 47 percent of the shares, because we have 2 percent. The measure aims to protect the shares and the Albanian state," said Berisha.
