During a TV show in November on ABC News, the veteran journalist of the black chronicle, Artan Hoxha, sounded the alarm that criminal groups were wreaking havoc, involving their victims in schemes for giving money with usury at astronomical percentages.

"The child of a businessman received 10,000 euros and he received 800,000 euros and I don't know where the child is," said Hoxha, while underlining that entrepreneurs are taking premises, properties and villas.

Hoxha explained that this scheme involves a structured criminal group whose members have been active in Tirana since 1997.

"They are people filed by the police," he said, while adding that "they corrupt within the police and that's why the situation is like this."

Although unlicensed financial activities are prohibited by the Penal Code, the data, documents and testimonies provided by BIRN show that the phenomenon of usurious money is widespread in Albania.

In addition to organized crime, corrupt politicians are also involved in this illegal business, which is often supported by a trusted network of 'VIP' notaries, according to experts.

"In every city of Albania you can find two or three [moneylenders] like in the Middle Ages, who offer you instantly, maybe even without any paper, large sums and base their trust on the muzzle of a revolver," explains Zef Preçi, director of the Albanian Center for Economic Research.

"The other obvious category is a number of politicians who entered politics thanks to the money they collected from previous positions or through criminal involvement," he added.
