In the capital it is not difficult to find doses of drugs. If you are looking for hashish, you can get it for five thousand lek, starting from the entrance to the capital in the Kombinat area, in what is called the City of Students, to continue in a completely informal area that is slowly turning into ghetto, that of Astir.

The map of trafficking in small quantities of hashish sold on the street, but also of cocaine, which is offered in bars, is completely invisible to the police. Another problematic and worrisome area is the area of Lapraka, turned not only into the land of hashish and cocaine, but also into the area where there are more users and distributors of heroin.

Gazetasi.al spoke with one of the anti-drug agents, who considers the fight against narcotics as lost in the Albanian metropolis.

"I am not counting the mobile hot-spots, where groups of young people are usually found smoking hashish cigarettes, such as in the area of Kashari, near Lapidar, in the hills of Mjull Bathore, in the lake of Çekreza, up to the park of Dajt and others" , - begins the narrative of the anti-drug agent, according to whom the battle has finally been lost.

"It may seem pessimistic to you, but there are fixed areas and they are organized like ants, the area of Oxhak is traditionally disturbing, the area of Ali Demi, Alliasi, Kinistudio, '5 Maji', are typical hot-spots, we know that drugs are traditionally used there, residents know users and everyone has quietly adapted to a bitter reality. Each one is automatically saved by users so that no money is appropriated from them, but at the end of the day, everyone has a user member and the stories we face are extreme", the agent adds to Gazetasi.al.

But why is it so difficult to attack the distribution of drugs and the police, and together with the prosecution to impact the distribution of drugs in the capital?

"Only the distributors are caught, this is the first failure. They are using other methods, the dealers are usually users and to some extent they are day laborers, they work to get the drug dose. On the other hand, the real trafficker who is the boss rarely appears in the distributor base. The phenomenon of drug distribution is sophisticated and this is not being understood, there is a hierarchy, where the orders are transmitted", explains the anti-drug source, according to whom the police have lost the thread and are not able to convince simple distributors who protect themselves with the analyzes in blood and urine and pretend to be just users.

"They don't show and if the investigation is based only on the word of a distributor, drugs will flourish and continue to destroy", adds the agent.

Police often justify anti-drug actions with operational data. But in reality, the police know the typical distributors, since they are the majority of users and offer doses not only near laundromats, bars on the first floors of buildings in Calceto, but also because they are registered.

However, it remains meaningless why the anti-drug agency does not track for a long time and monitor such networks of distributors, some of whom, according to the anti-drug agent, "have turned into vagrants, moving to Saranda, Vlorë and Durres, where the tourist season has sent young people on vacation".

In one of the files that was shown to Gazetasi.al, precisely these operative data that the police claim signaled that the citizen KH, a 41-year-old man with two children, was engaged in the sale of drugs.

"He sells all kinds of drugs, cocaine, heroin and cannabis sativa", was the information submitted to the Local Directorate of Tirana.

Known by the nickname 'N.Xh', the suspect was exposed as a drug dealer in one of the hot-spots, in the Oxhak area. The police information also shows the method used by the distributor.

"He sells cocaine for 10,000 new lek per gram and keeps the drug in small doses at the tabakino store. Users message him that they want to meet him and he keeps the drugs in another house in a building. This person also employs other people, mostly young guys who distribute drugs on motorbikes."

After this information, the anti-drug agent tells Gazetasi.al that remote surveillance services were organized in front of the suspect's tobacco shop.

"A person on a motorcycle approached there, talked something with KH, and it was suspicious the moment they met, the impression was created that they exchanged something. Another service followed the citizen on a motorcycle that was separated and searched. In his hand he was holding a small twisted bag with a white substance suspected to be cocaine, which resulted from weighing 0.2 grams," the officer recalled.

When citizen AN was asked where he found it, he admitted that he had asked the distributor, I need a half and then I paid 3,500 new lek. I met the dealer a year ago and after he trusted me and asked me where my house was, he gave me the dose of cocaine. Since then, I have been buying it from him and for the last time I bought it a week ago", admits the user. He showed the fluctuations of the cocaine market.

"Sometimes I buy 7,000 Lek per gram, sometimes 10,000 Lek and this amount is divided depending on the amount I get." The police say that in the case of "N.Xh", the officers continued their services in the following days. The other user admits: "I got the number of 'N.Xh' from his family members and I bought drugs and cocaine for 3,500 thousand Lek".

The third user confesses that he started the drug 5 months ago and that he was a cocaine user. He also went to buy at 'N.Xh' and his discovery was made during remote monitoring.

"We have friendly relations and we live in the same neighborhood, I went to the tabakino and there I take it and pay in cash." But according to the anti-drug agent, it is impossible to monitor every drug dealer.

"There are too many and not enough physical services. For example, in one case, on 'Nikolla Lena' street, a vehicle was noticed parked and two people were sitting behind the seat, talking. The police became suspicious of the two men and called on them to open the doors. During the search, a paper bag was found in the driver's seat, inside which was wrapped in a black cloth a solid white substance, which was suspected to be cocaine. The amount that was seized was over 1.124 grams and was put in the evidence bag", - declares the officer, according to whom it is certain that that amount would be sold within the day.

And this was just a distributor, who was careless, keeping the entire amount with him", concludes the officer./ How
