Digital attacks in Albania have been growing in sophistication over the past 12 months. They often occur in covert forms, but the consequences on data integrity or citizen security are visible and problematic.
A BIRN monitoring of the digital space in Albania for the period September 2024-August 2025 identified 115 violations in total, led by harmful content and threatening behavior, followed by violations of economic rights and digital assets.
Those most affected by these violations are citizens and activist groups, while the perpetrators of these attacks are largely unidentified.
The transfer of almost all public services to the digital government platform "e-Albania" over recent years has been accompanied not only by advantages for citizens, but also by risks in terms of the protection of their personal data.
According to experts, the most dangerous digital breaches are focused on attacks on the country's critical infrastructure, disinformation and electoral manipulation, digital financial fraud, as well as online attacks on activists and journalists.
Orkidea Xhaferaj, researcher and head of the Digital Policy and Innovation Department at SCiDEV, told BIRN that for years there has been an increasing trend of cyberattacks in Albania, which reflects the global trend or the digital transformation taking place in the country.
“Attacks on critical infrastructure are the most dangerous, as they impact public services, and secondly, they provide perpetrators with access to citizens' personal and sensitive data en masse,” Orkidea Xhaferaj told BIRN, citing as an example the attack on Tirana Municipality in June 2025, which left thousands of citizens without service.
Daniel Prroni, a researcher at the Institute for Democracy and Mediation (IDM), further added that another trend of digital violations in 2025 consists precisely in the spread of disinformation during the election campaign for the 2025 parliamentary elections.
“Another risk this year has been the spread of disinformation and information manipulation, especially during the election campaign through AI-generated content, without labeling or transparency, and the use of bots to amplify political messages,” Daniel Prroni told BIRN.
The election campaign for the May 2025 parliamentary elections was characterized by a series of ethical violations in the online space.
Researcher Prroni from IDM also emphasized the importance of improving legislation with more effective investigation mechanisms against digital fraud or harmonization with EU regulations regarding the use of digital platforms.
“Fundamental improvements to legislation against digital fraud and more effective investigation mechanisms are needed,” Prroni told BIRN.
"We also need to work on harmonizing EU acts that regulate the digital environment, especially the DSA regarding the conduct of digital platforms and the Artificial Intelligence Act regarding the use and dissemination of AI-generated materials," he concluded./ reporter.al
