File Bulku, the mother who has recently been in the spotlight due to her touching story, was among the list of people who were selected as beneficiaries of the reconstruction program in 2021.

However, after Filja lost her husband, ownership of the property was transferred and the woman in question became co-owner with her husband's family. The latter are said to have interfered with the benefit of this program, opposing it, with the aim of preventing Filja and her son, who was only 8 years old at the time, from benefiting.

"Mrs. File was a beneficiary of the reconstruction program with VKB no. 8 dated 13.02.2021, but with the death of her husband, the ownership of the property was alienated, becoming co-owners and the family of the deceased, who, even after our insistence, did not benefit from the program as they intended that the child with the autistic spectrum would not benefit by withdrawing from the program," writes the former director of Tirana Social, Alfred Muharemi. 

As a result, the Bulku family was unable to benefit from the program, leaving only a habitable house for Mrs. File and her son.

The intervention of File's husband's family does not end here, as on the show Fiks Fare they published material through which File exercised violence against the son when he was 8 years old, which with the support of the state was included in parenting programs and there were no more incidents after monitoring by the social structure.

Despite the ordeal of suffering she went through in life, mother Filja refused the social housing offered by the Tirana District Directorate for Social Services.

The news was made known through a reaction made online by Tirana City Council member Alfred Muharemi, who brought to attention these details about the story of Mother File, at a time when he was the Director of the Tirana District for Social Services.

When I was the Director of the Tirana District for Social Services, with Ms. File and her son, together with Ms. @shutku_ariana of the Assessment and Referral Unit of Administrative Unit No. 1, we took the necessary measures to support her as follows:

Mrs. File was a beneficiary of the reconstruction program with VKB no. 8 dated 13.02.2021, but with the death of her husband, ownership of the property was transferred, becoming co-owners and the family of the deceased, who, even after our insistence, did not benefit from the program as they intended that the child with the autistic spectrum would not benefit by withdrawing from the program.

For this reason, they also published a material on the show Fiks Fare where Mrs. File was violent towards her son when he was 8 years old, which, with the support of the state, was included in parenting programs and there were no more incidents after monitoring by the social structure.

We have taken care of Mrs. File as a whole, offering her continuous support in payment, multifunctional services, and guaranteed her a social apartment with the most modern conditions, but she never accepted it because she did not want to leave her apartment because she rightly thought that if she left, she would not benefit from the war between family members.

So I needed this public clarification, because the social structure is being lynched in the online media, which has shown no attention from the government towards Mrs. File and her son. I am saddened that the work of the social sector in the country is being lynched because thanks to this sector, with all the bureaucracy, with the undeserved appreciation where they would have liked, they have done heroic work, treating every case of need with humanity and without a schedule.
