GJKKO has set the security measure of "prison arrest" for the 6 people arrested in the latest SPAK operation called "Metamorfoza", including former police officer Oltion Bitri and businessman Pëllumb Gjoka. The 6 people arrested after the SPAK operation are suspected of serious criminal events during 2020 and 2021, but also involved in illegality, i.e. representatives of the State Police, but also prosecutors.

SPAK considered this file as covered by investigative secrecy and asked the lawyers not to photograph the file or take notes from it, but to read it and defend it in court.

According to the investigations carried out by SPAK, Pëllumb Gjoka is accused of participating in the murder of Gjin Boriçi, as well as being accused of having created the conditions and provided the means for the murder of Kleant Musabelliu, an event which did not take place. He is also accused of "passive corruption" and that he provided the conditions for the murder of Dorjan Dula and Ibrahim Lici. Edmond Preka is accused of participating in the murder of Gjin Boriçi in Shkodër as well as of "carrying weapons without a permit". Astmer Bilali is suspected of having provided the conditions for the murder of Dorjan Dula, Ibrahim Lic and Gent Tafili and of having provided the conditions for the murder. The former head of Operacionale is accused of "abuse of duty" and issuing of secret documents, and the prosecutor Xhevahir Lita is accused of corruption.

THE ARRESTED

On 27.07.2023, the General Directorate of the State Police and the National Bureau of Investigation, under the direction of the Special Prosecutor's Office, executed orders for the execution of criminal decision no. 94, dated 23.07.2023, for 6 citizens:

1. Pigeon Breast

2. Edmond Preka

3. Asthmer Bilali

4. Ardit Hasanbegaj

5. Oltion Bistri

6. Xevahir Lita

Also, 2 other citizens, ST and NF, were arrested in the act as suspects for the criminal offense provided for by Article 278 of the Criminal Code.
