Swapping territories, John Bolton reveals behind-the-scenes meeting with Tony
John Bolton

The American diplomat John Bolton, who has served as an advisor for National Security in the administration of Donald Trump, has spoken about the idea of exchanging territories between Kosovo and Serbia in an interview for the  Foreign Press Association.

Bolton says that he did not suggest such an idea since, according to him, the parties were discussing such a modality themselves. But he adds that afterwards it became politically impossible to realize it due to opposition.

The former US ambassador to the UN also revealed a visit that was made to him by former British Prime Minister Tony Blair. Bolton says that at that time Blair went to meet him and told him that there are leaders who might be able to make such an idea work.

But Bolton says that he responded to Blair in the same way as the former US Secretary of State, James Baker, had stated when he spoke about the Israel-Arab problem, saying that "we cannot love peace more than the parties themselves".

"Look, I didn't suggest it (exchange of territories) myself. They were talking about that. And it proved politically impossible. First in Kosovo and then in Serbia. But Tony Blair came to see me about it and said that we currently have leaders who might be able to make it work.

Many people do not like the idea of exchanging territories because it could destabilize other parts of the Balkans. The main point to keep in mind is that the exchange of territories that was being discussed between Serbia and Kosovo was agreed upon in advance. As long as it is not imposed by force, mutually consensual exchange can happen all the time," says John Bolton.

He took as an example how the idea of an exchange between Canada and Denmark for an island had worked. But the host of the interview, Ian Williams, reminds him that the problem between Canada and Denmark was about an uninhabited island, while the north of Kosovo is inhabited by a Serbian majority. Bolton says that it was the Europeans who did not like the idea of exchanging territories while adding that the US should support it as he reiterates that he thinks it is something fair.

Bolton also spoke about Russia's interventions in the Western Balkans. According to him, the US has not been sufficiently engaged in this region.
