The Institute of Political Studies (ISP), although it considers it overdue, welcomes the decision of the Council of Ministers to establish a Task Force for taking measures and monitoring the activity, behavior or use of human, financial and logistical resources of the state administration, during electoral process for local elections for 2023.
Misuse of state resources remains one of the main concerns in the ODIHR/OSCE 2019 and 2021 reports, as well as one of the main concerns raised by civil society and the media monitoring the election process. The Government's decision confirms the concern and facing criticism, accepting the recommendation for the Task Force, rejected in the 2021 electoral process.
ISP assesses that referring to the practice of 2013-2021, the establishment of the Task Force has not brought a qualitative change in the electoral standards nor in the role of the government and public administration in the elections, however, it serves more as a mechanism through which non-governmental monitoring groups have the opportunity address complaints and measure the relationships between statements and real behaviors of high officials, including ministers and heads of public entities.
The Institute of Political Studies (ISP) has recorded numerous cases of misuse of state resources, including by the prime minister, who institutional products (activities, agendas, meetings, decisions, even photos and videos produced by structures that are paid for with public money ) considers them personal and partisan. An ISP address on this occasion to the Agency for Media and Information did not receive a solid response and did not bring a solution to the problem, according to good legal practices, - a critical indicator for the concept of the main executive office on the role of the state and government in electoral campaigns and the relationship with public money.
The Task Force did not include the municipalities and referred to the officials responsible for its implementation, it also comes in a conflict of interest, while the Deputy Prime Minister and the ministers themselves are leaders of local campaigns for the municipalities, as well as part of the denunciations for the use of state resources, children, schools, hospitals and other state and public entities in electoral function. All public entities depending on the Deputy Prime Minister, as well as leading officials, are followers and active activists in promoting her electoral activities on social media. The same supporting and promotional practices for the titular ministers in the campaign have been evidenced in other sectors, in education, health, agriculture, tourism, etc.
The ISP invites the leaders of the Task Force to make public all reports and create public access to critical reports coming from civil society, the media and other monitoring actors, as well as to consider any case of abuse of state resources, without attempting to duplicate / replace the CEC in the exercise of the competence recognized by the Electoral Code. Also, the Task Force should make public the name list of the members of the ZEAZ, KQV, etc., of state employees (public servants and those with civil status) who have officially announced their involvement in electoral activities, as well as the list of appointments made in all levels of public administration (part-time or full-time) during the period January-April 2023. Such acts would be indicators that the Task Force legitimizes VKM and the responsibilities arising from it.
