The Great Britain will pay Albania at least 4.6 million euros per year so that the Albanians, who are in the cells of the United Kingdom, can repay the remainder of their sentence in our country.
This action comes after the agreement reached between the two governments that was made concrete this week. The Minister of Justice, Ulsi Manja, has given details of this agreement, which according to him will go through several stages.
He said that the transfer is done with the consent of the convicts, but the agreement has another exception, as the persons who have been sentenced to prison and the deportation part can leave Britain even without their consent.
The minister said that the return of Albanian prisoners from Great Britain will be done in groups, due to financial costs. He added that no transferee will be able to escape punishment in Albania as the agreement will be fully implemented.
Minister Ulsi Manja's speech:
The basis of this agreement are the principles of humanity, reintegration and resocialization of Albanian convicts in Albanian society. This agreement follows the 2021 agreement, which has been ratified in the Parliament of Albania, as well as in the United Kingdom. First, this agreement is based on the consent of persons convicted in the United Kingdom, who wish to come and serve the rest of their sentence in Albania, in our penal execution institutions, near their family members and families.
In the chain of institutions that are involved in this process according to this agreement, in addition to the Ministry of Justice and the Directorate of Prisons and our counterparts in Britain, there is also the Albanian court, which will recognize and convert the sentence given by the British court for any convict under Albanian legislation for all the effects of the decisions given by British justice. There will be no avoidance of punishment for any person who will be transferred from Britain to Albania.
The third, and what is important, has to do with the fact that these convicts will not come all at once, but this process will be conditioned by the conversion and recognition decisions that will be made by the Albanian courts, but also by the free capacities that we will have in our penal institutions. As a result of the implementation of this agreement regarding the financial effects, despite the fact that the Albanian court can give these decisions individually at different times, we have agreed with the British side that they will come in a group and as soon as the first group arrives, the Albanian government and the prison authorities will receive the first payment for the first group that will be transferred and then the Ministry of Justice will make way for the next group, always depending on the decisions of the Albanian court.
Part of this agreement are the Albanian convicts who give their consent to come to Albania, but the agreement foresees as an exception the non-giving of consent, these are the cases that the British justice, in addition to the prison sentence, has also pronounced as the sentence of deportation from Great Britain. In these cases, according to this agreement, the British authorities can convey to the Albanian authorities the recognition and conversion of the sentence even without the consent of the convicts. This is expressed in the 2021 agreement, but also in the May 2023 agreement, which is now an official document and is accessible because it was published in the Official Gazette.
