Greta Bardeli

DP MP Greta Bardeli has filed a draft law in the Assembly where she requests some changes in the law "FOR THE COMPENSATION OF FORMER POLITICAL CONVICTS OF THE COMMUNIST REGIME".

The news was announced by Bardeli himself through a post on social networks. The democratic deputy proposes that all former political convicts during the communist regime and their representatives who have missed the legal deadline for the possibility of presenting their files, be offered a second chance.

Full reaction:

Dear friends, through this message I announce my legal initiative as a member of parliament: For the Bill

For some additions and changes in the law No. 9831, Dt. 12.11.2007 "FOR THE COMPENSATION OF THE FORMER POLITICAL CONVICTS OF THE COMMUNIST REGIME", AMENDED"

Purpose of the Project

This proposed Bill comes as a necessity to offer a second chance to the entire category of former political prisoners during the communist regime and their representatives who have missed the legal deadline for submitting their file applications.

Referring to the wording of the current law, this goal can be achieved in two ways:

(i) extending the maximum period for accepting initial applications (defining as the final date 31.12.2023, from the date 31.12.2017 that currently appears in the law),
(ii) extending the maximum deadline for completing the file, from the deadline 3 years after the date of the first notification/publication, within a 10-year term from the moment of the first notification/publication.

The issue of the compensation of former political prisoners during the communist regime continues to cause concern in the Albanian public opinion. Although the news that the next installments will be distributed to the former political persecuted are reflected in the media from time to time, the fact that a large part of the compensation files have passed the deadline for benefiting from the funds made available is worrying.

This is because the current legal framework in force prevents the affected persons or their heirs from applying again after the deadline.

Currently, there is a relatively significant number of cases of former political prisoners from the communist regime, who, for various objective reasons, have not been able to apply to receive the compensation they are entitled to according to the law.

With the approval of the initiative, i.e. the proposed draft law, I believe that once again the opportunity is created for those affected persons who did not have the opportunity to apply within the legal deadlines in force, to be offered another opportunity to present their claims for compensation !

The proposal has already been submitted to the parliament.
Thank you
