Albania risks having its visas reinstated if the granting of citizenship under investor schemes is deemed to pose a growing risk to the internal security and public policy of the European Union. This is what is said in the progress report published on Wednesday, for our country.

"As for citizenship, Albania should refrain from developing an investor citizenship scheme (golden passports) as it would pose risks in terms of security, money laundering, tax evasion, financing of terrorism, corruption and infiltration by organized crime and would be incompatible with the EU acquis".

While in the material entitled "Communication of the European Commission's enlargement policy", the language used is even stronger, making it clear that the risk of visa cancellation is real.

"Investor citizenship schemes and residential investor schemes available in some countries can be used to circumvent the EU short-stay visa procedure and in-depth assessment of migratory individuals and security risks this procedure, including a possible evasion of measures to prevent money laundering and terrorist financing, as well as the circumvention of international sanctions. Such schemes must be completed without delay. In case the granting of citizenship under investor citizenship schemes is considered to constitute an increased risk to the internal security and public policy of the Member States, the visa-free regime may be suspended."

The progress report also criticizes the fiscal amnesty, reports A2.

"In the fight against the financing of terrorism and money laundering, progress was made, but Albania remains listed by the Financial Action Task Force and must implement the remaining elements of the Financial Action Task Force's action plan. The adoption of a tax and criminal amnesty against the advice of the EU and Moneyval could jeopardize the progress in this area".
