Israel is preparing today for parliamentary elections that many consider to be among the most important in the country's history. National security, the future of democracy and the struggle for power are expected to be the main factors that will determine the outcome of the votes.

The BBC writes that according to reports, around 70,000 Israelis have returned from abroad to vote, while around half a million citizens will vote for the first time.

Polls released Friday show a close race between incumbent Prime Minister Benjamin Netanyahu and former army chief Gadi Eisenkot for the post of prime minister. However, neither political camp is expected to secure the 61 seats needed to form a parliamentary majority. This makes it likely that negotiations to form a new government will last for weeks, even months.

Israel's proportional electoral system has traditionally seen governments formed through coalitions. In the process, political alliances have often led to unexpected agreements. This time, the race looks particularly tight, with some of the key players having set clear limits on political cooperation in advance.

Two camps facing each other

Gadi Eisenkot, the leader of the new Yashar party, is the leading figure of the so-called “change bloc.” This group includes parties with different ideological positions, but united by the goal of ending Netanyahu's rule.

This camp also includes former Prime Minister Naftali Bennett and Avigdor Lieberman, both right-wing politicians with tough stances on security issues, as well as Yair Golan, a left-leaning former general.

For Netanyahu, one of the longest-serving figures in Israeli politics, who first served as prime minister in 1996, returning to power depends largely on rebuilding an alliance with the far-right and ultra-Orthodox Jewish parties that make up the current governing coalition, considered the most right-wing in Israeli history.

Two Arab political blocs are also in the running. Arabs make up about a fifth of Israel's population, and a large portion of them identify as Palestinian citizens of Israel. Theoretically, their parties could play a decisive role in forming a government. However, almost all of the main Jewish parties have ruled out cooperating with them.

Security and the October 7 attacks at the center of the campaign

As for the occupied West Bank, Eisenkot generally supports Israeli settlements, which are considered illegal under international law. However, he calls for tougher measures against extremist Jewish settlers, whose attacks on Palestinians have reached record levels, according to United Nations data.

Eisenkot has also spoken about creating the conditions for a form of Palestinian autonomy or a state with limited powers but under ultimate security control by Israel.

Meanwhile, the idea of a two-state solution, which envisions the creation of an independent Palestinian state coexisting peacefully with Israel, has been almost entirely pushed out of the mainstream Israeli political debate.

Difficult negotiations after the elections

Although the race is largely portrayed as a showdown between Netanyahu and Eisenkot, the outcome could also produce a different prime minister. One of the political leaders could make his party's support for the coalition conditional on taking the prime minister's post.

The possibility of Arab parties informally supporting a minority government led by Eisenkot has been mentioned as a possible scenario. However, Lieberman, who could become one of the important coalition partners, has ruled out participating in such an agreement.

These positions complicate the parliamentary math and add uncertainty to the formation of the next government. After the results are announced, the parties will have to negotiate positions, policies and possible compromises.

On Tuesday, at 10:00 p.m. local time (20:00 GMT), Israeli television is expected to release exit polls of voters. They will give an initial indication of the outcome, but could differ significantly from the final count.

The votes of hundreds of thousands of Israeli soldiers and reservists could also affect the final result, as some of them are not expected to be counted until Wednesday. This could lead to changes in the balance of power between the political camps.

The risk of another political deadlock

One of the most worrying scenarios is the inability to form a parliamentary majority. If no bloc manages to secure the necessary support and a minority government is not formed, Israel could be forced to hold new elections, with Netanyahu remaining in office as acting prime minister.

This would not be a new precedent for the country. Between 2019 and 2022, Israel held five elections as political parties repeatedly failed to reach agreement on forming a government.

For this reason, the upcoming elections will not only determine who will lead Israel, but also whether the country will manage to break out of its political deadlock as it faces major security challenges, internal tensions, and an unresolved conflict with the Palestinians.
