Dritan Agolli continues his madness, at the head of the Albanian Development Fund, building resorts all over Albania with state budget money. VoxNews has continuously denounced the controversial projects of the ADF, which is now acting in the same way as oligarchs or strategic investors.
Just two days ago, our editorial team published the Agoll project in the Divjaka hills, a resort worth 4.6 million euros, where a hotel, restaurant, bar and swimming pool are planned. The investment is from the state budget and there is no information on who will manage it.
Meanwhile, VoxNews denounced in February this year the Fund's project for the alienation of the former government villa in Saranda. A gigantic state property, which will be turned by Agolli into a luxury resort, with all the parameters of a 5-star hotel, where luxury rooms, elite restaurants, bars and a swimming pool will be built.
The Agoll madness continued and the Albanian Development Fund announced the winner in recent days.
According to documents researched by VoxNews, the ADF announced on September 23, 2025 the winner of this procedure, where there are two companies that will build the resort. The first is MF Invest Group, which has 49.18% and the second is "ALKO IMPEX CONSTRUCTION" which will have 50.82%.
These firms were declared winners of the framework agreement "Tourist Development Pole in Saranda" phase 2, which is a turnkey contract. The limit fund was 332 million lek excluding VAT. These firms offered 235 million lek, while in the competition there were also firms that offered less than the winner, such as the case of BOE Fled and Shkëlqimi 07 that offered 228 million or Lis Konstruksion that offered 226 million.
As is common in all tenders, those who offer the least are disqualified for a variety of reasons, with the first firm being disqualified because “there was no safety on the site.” Meanwhile, the second had an arithmetic error!

VoxNews has previously denounced this highly dubious project, where a 5-star resort will be built with budget money. Instead of this money going to public services or infrastructure, the state thinks differently and has the luxury of spending millions of euros on projects that only enrich a few individuals, mainly those with connections to the majority that they are expected to oversee.
The head of the ADF is now acting in the same way as the oligarchs, where on an area of 3 hectares of state property, the "builder" Agolli will build a restaurant and luxury hotel with state money.
"In this area there is a villa that was in use during the communist period. The government villa located on 'Kodra e Gjashtës' in Saranda represents one of the most important constructions of the socialist period in Albania," these documents state.
The ADF writes that the area is not fully systematized and needs a total systematization in terms of access to the area. “The project aims to revitalize degraded assets through sustainable interventions, providing a platform for the development of the local economy and the promotion of the unique values of the region,” the document continues.

Agolli has clear ideas, as he intends to turn that area into a private area, by building a very luxurious hotel and restaurant. On level two, it is written that it will become a government facility, restaurant and hotel.
"There will be functionality of the government building. Integrated restaurant on site. Hotel as a residence for artists and visitors to the area. On level 2 of the project, the focus is placed on the development of various cultural, social, and accommodation functions, which create an integrated ecosystem of services and activities. This level is conceived to be a dynamic center that supports creativity, culture, and social interaction, combining carefully thought-out indoor and outdoor spaces," the documents state.
An accommodation structure with an apart-hotel concept will be built in this area, which will function as a residence for artists, digital nomads, students and tourists. “Its spaces will be available all year round and will include special areas for outdoor activities and services, enabling relaxation and creative inspiration in a unique environment,” writes the Fund.
