In July 2025, residents of the villages of Nivicë in Saranda "occupied" the Saranda Municipal Council meeting. The entire protest took place because they were against and had not been asked about the initiative of the municipality and the government to grant two businessmen a full 60 hectares to build a photovoltaic park.

The permission was initially granted by the line ministries and would require the "permission" of the local government. Not wanting to have the "fate" of Ermal Dredha in Vlora, who did not accept and pass the decision to build a photovoltaic park to the Council, Çaçi has shown himself to be more convinced.

Of course, he comes from business and considers the municipality or public properties as a means to make money. But, when the residents rose up and all came out to Saranda to protest, Çaçi and Asaf Stroka, the chairman of the Municipal Council, continued the madness, also approving the draft decision.

They were also "helped" by right-wing councilors, all of whom voted against the interests of residents and in favor of the interests of private firms.

According to documents available to VoxNews, the Municipality of Saranda has issued a "lease" notice.

"The Municipality of Saranda announces that in the public competition held on 08.09.2025, at 11:00, the publication of which was made on 01.09.2025 in the Public Procurement Bulletin no. 47, with the object of 'initiation of procedures for the lease of an area of ​​60 ha, part of the property with no. 8 and no. 15 cadastral zone 2806 owned by the Municipality of Saranda for the development of energy production activity from renewable sources, through photovoltaic panels" , this document states.

The same municipality writes that the company “PARK SOL ENERGY” participated in the relevant procedure with a bid of 10,560,000 lek/year. A fictitious auction, held after all procedures had been completed. Moreover, all documents had been completed and the winner had been announced. But why did the winner have to be announced when it was already known? Why was the auction opened?

A history of abuse, when "orders" from above are meticulously implemented from below. With the greatest diligence, because if it were done differently we would have the same story as in Vlora. It seems that power has been centralized, where decisions are made at the top in the government and local government only implements them. The prime minister's action to dismiss all directors in municipalities only reinforces it, since power is now "in one hand". Whoever acts differently, leaves!

According to documents researched by VoxNews, the company "PARK SOL ENERGY" has as shareholders two businessmen Paqësor Buzi and Agim Xhindoli. Both major beneficiaries of the majority, where the first in construction and permits on the coast and the second in the field of photovoltaic parks in Lushnje, Fier or even in Vlora. Xhindoli even moved up the career ladder the moment he appeared on Edi Rama's podcast.
