Baltimore plans to sell homes for $1 each in an effort to revitalize neighborhoods plagued by crime and blight. The program championed by Mayor Brandon Scott – and approved by the city council – will offer more than 200 vacant city-owned properties to residents who commit to fixing them up and living in them.
Vacant housing has been a problem for decades in the Maryland city, which has one of the highest crime rates in the country concentrated in a handful of poverty-stricken neighborhoods.
The measure is reminiscent of Baltimore's Dollar House program from the 1970s, which offered properties for a dollar to homeowners if they fixed them up. A similar effort has been attempted in Newark, New Jersey, according to Bloomberg.
The new program aims to give private buyers priority over contractors who will have to pay $3,000 per home. Grants of up to $50,000 are also available to help new owners with home renovations, but recipients must be pre-approved for a construction loan.
Some NGOs have called on the city hall to take measures to keep more houses out of the hands of builders, which could drive up property prices and drive out poor residents. The housing program covers a few hundred homes, but could include more as there are nearly 15,000 abandoned properties in Baltimore, according to 2022 data.
