"20,000 euros to spend on studies, training or opening a business after reaching the age of 18".
This is Spain's ambitious plan to tackle social inequality in the country, which is expected to cost the government in Madrid around 10 billion euros, or 0.8% of Spain's GDP.

The surprising initiative was presented by Spain's Labor Minister, Yolanda Díaz, a few days before the July 23 general election.

Díaz says the money to be given to young people to study, train or start a business will translate into 'equality of opportunity' regardless of people's family background or income.

The "Sumar" plan foresees that the record amount will be collected by taxing those who earn more than 3 million euros per year, while the payment will start at the age of 18 and will continue until the age of 23.

In addition to the universal amount, young people will also receive administrative support to study, train or create their own business.

"The initiative is about creating a future for young people and giving them the opportunity to study or start a business without having to depend on their surnames or the family they come from," said Díaz when he presented the plan.

The minister, who grew up in a staunch communist family, said she had been unable to pursue her dreams of becoming an employment inspector because she did not have enough money to afford her studies.

"Becoming an employment inspector in Spain will take about five years. I'm not an employment inspector because I'm the daughter of working-class parents and I could never get what I wanted. This is a redistributive measure that will allow the youth of our country to have a future regardless of their last name," she said.
