Senior Trump administration officials are headed to Saudi Arabia to begin peace talks with Russian and Ukrainian negotiators, a Republican lawmaker and two US officials familiar with the plan said.

National security adviser Mike Waltz will join Secretary of State Marco Rubio and Steve Witkoff, the president's Middle East envoy, in the coming days to begin talks to end the war.

However, Trump's special envoy for Ukraine-Russia talks, retired General Keith Kellogg, will not be present, officials told US media.

Officials also said there are no plans for representatives from other major European powers to join the talks. That could anger NATO allies, who have publicly urged President Donald Trump to secure a seat at the negotiating table.

The meeting could mark a major moment in Trump's desire for a peace process and would also mark the first major meeting of Russian and Ukrainian representatives since the war began in 2022.

Mike McCaul, a Republican lawmaker from Texas, confirmed plans for Waltz and Witkoff to join Rubio in Saudi Arabia to begin talks between the two warring parties during an interview on the sidelines of the Munich Security Conference.

Two US officials, who were granted anonymity to discuss sensitive negotiation issues, confirmed the plans but did not provide other details about the meetings, including which Ukrainian or Russian negotiators would attend.

Trump told reporters on Wednesday that he expects to hold a face-to-face meeting with Russian leader Vladimir Putin in Saudi Arabia. "We're ultimately looking forward to meeting," he said. "We'll meet in Saudi Arabia, see if we can get something done."

At the Munich conference, senior European officials stressed that Ukraine should be directly involved in any talks between Trump and Putin.

"There will only be peace if Ukraine's sovereignty is ensured," German Chancellor Olaf Scholz told a conference on Saturday. Therefore, a dictated peace will never find our support, he added.

McCaul, who is the former chairman of the House Foreign Affairs Committee, agreed. "The president wants peace. But it has to be a deal where the Ukrainians are at the table in that deal," he said.

European officials and American lawmakers have stressed that any peace deal must be negotiated in a way that not only stops the fighting but also prevents Russia from rearming and regrouping to launch a new invasion in the future.

Ahead of the conference, US Secretary of Defense Pete Hegseth ruled out the possibility of Ukraine joining NATO as part of peace negotiations, and also ruled out the possibility of deploying US troops or NATO's collective defense to any future peacekeeping force.
