The mystery of the sudden resignation of the high international representative

24 hours after the news of the withdrawal of the high international representative in Bosnia and Herzegovina was published, the reasons for Christian Schmidt's decision still remain unclear.

Although in his announcement he described this step as a "personal decision", some media outlets report that his departure may have been influenced by political pressures, linking it to the issue of state property and the Southern Interconnection gas pipeline project.

The High International Representative in Bosnia and Herzegovina is tasked with overseeing the implementation of the Dayton Peace Agreement and ensuring the functioning of state institutions in accordance with it.

Meanwhile, the US State Department did not respond to requests for comment on this development. The German and British embassies in Sarajevo, which are part of the Peace Implementation Council, also did not respond.

The issue of the use of state property in Bosnia and Herzegovina has been regulated with restrictions for more than two decades, since the period of former High Representative Paddy Ashdown, and still remains unresolved due to the lack of a new state law.

This law would clearly define the status of state property and the manner of its administration, but its adoption has been blocked for years by political representatives of Republika Srpska.

According to some political analysts, the United States' policy towards Bosnia and Herzegovina has a major impact on current developments. They estimate that the new American approach, focused more on economic and geopolitical interests, may have influenced Schmidt's decision.

It is also noted that he may have withdrawn due to the lack of support from the European Union and Germany, as well as due to changes in the international approach to the region.

Some analysts see this situation as part of a broader phase of geopolitical uncertainty, where international policy towards Bosnia and Herzegovina is becoming more pragmatic and interest-oriented.

The future of the Office of the High Representative in Bosnia and Herzegovina also seems uncertain. According to some estimates, its role may gradually diminish within the framework of the European integration process, although this is not expected to happen in the short term.

Meanwhile, a day after Schmidt's withdrawal was confirmed, his report on the situation in Bosnia and Herzegovina is expected to be presented to the United Nations Security Council.

The report notes that political blockades, particularly from Republika Srpska, are hindering the functioning of institutions and the country's European integration process. It also cites a lack of reforms, nationalist rhetoric and corruption as factors that are deepening political and ethnic divisions.

The report also raises the possibility that the UN Security Council may request a legal assessment on the manner of appointing the high representative in 2021, to clarify the legal basis of this process.

According to some experts, however, no change in the UN's position on this issue is expected, as the role of appointing the high representative is considered to belong to the Peace Implementation Council.

At the same time, the position of the United States and possible changes in its approach towards Bosnia and Herzegovina remain of interest, especially in relation to the Dayton Agreement and the country's sovereignty. (REL)
