The chief negotiators of Kosovo and Serbia again failed to reach an agreement on the use of car license plates on Friday, during talks held in Brussels.

The European Union envoy for the Kosovo-Serbia talks, Miroslav Lajcak, said the results were mixed. "Unfortunately, no agreement was reached on license plates, but we have made progress in other areas, including energy. "The work will continue," he wrote on Twitter after today's meeting.

Since the beginning of October last year, the parties have been implementing an interim agreement under which car license plates have been affixed with stickers showing the state symbols of both parties. The interim agreement was reached on September 30th after days of unrest in northern Kosovo where Serb groups blocked roads to oppose the Kosovo government's decision to impose reciprocity measures on the use of license plates.

It depended on the progress in today's talks of the delegations led by the Deputy Prime Minister of Kosovo, Besnik Bislimi and the head of the Serbian office for Kosovo, Petar Petkovic, whether there will be a high-level political meeting between the parties.

On May 4, in Berlin, German Chancellor Olaf Scholz took advantage of separate meetings with Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic to organize an informal dinner mediated by European Union envoy Miroslav Lajcak.

The meeting, which was the first since July last year, brought no progress.

The Prime Minister of Kosovo, Albin Kurti, said after the meeting that the attitudes of the Serbian president remain old and do not enable progress towards an agreement. He reiterated his stance on an agreement with Serbia which is legally binding that fully normalizes relations between the two countries, focusing on mutual recognition.

Meanwhile, the President of Serbia, Aleksandar Vuçi. Said that the discussions were very difficult and that according to him the problem for Belgrade is that some refuse to talk at all about the Association of Serbian Municipalities.

Western diplomats have long sought to secure a high-level political meeting between Kosovo and Serbia to renew the process towards normalizing relations between the parties.

Efforts have intensified, especially after the Russian aggression against Ukraine, and diplomats believe that normalizing relations between Kosovo and Serbia would be the best way to counter Russia's efforts to destabilize the Balkans./VOA
