Germany's special envoy for the Western Balkans, Manuel Sarrazin, said Kosovo belongs to the Council of Europe, prompting reactions in Belgrade.
He remained in Pristina on Friday and during a media conference after meeting with Kosovo's top diplomat, Donika Gervalla, voiced his support, after Kosovo applied for membership in the Council of Europe on 12 May.
"Germany knows the state of Kosovo and of course we really want Kosovo to become a member of all institutions, and we are for this application [in the Council of Europe], we have even supported it and we will also do everything in our power to help in this process and be co-ordinator together with you". he said.
Sarrazin on 14 May, according to Radio Free Europe, distributed a video from the conference, which has prompted the reaction of Serbia's Interior Minister Aleksandar Vullin.
Vullin said the German envoy's statements are "hypocrisy and offensive".
"To say in Pristina that so-called Kosovo should be part of the Council of Europe and in Belgrade to talk about Serbia's European perspective is hypocrisy, but also offensive," Vullin said through a statement.
According to him, there is no place for Serbia and Kosovo at the Council of Europe, as the latter, according to him, is "under the temporary administration of the United Nations".
"Often the European Union warns Serbia that it cannot sit in two chairs, so let's allow them to practice this for themselves, the EU cannot sit in two chairs and demand that Serbia approach its policy with the bloc and at the same time support Pristina to become a member of the Council of Europe". he said.
The European Union, however, has not commented on Kosovo's application to the Council of Europe.
But Germany's ambassador to Kosovo, Jörn Rohde, and the UK ambassador, Nicholas Abbott, have welcomed Kosovo's application to become a member of the organisation.
Rohde has said Kosovo belongs to the Council of Europe, meanwhile, Abbott has said Kosovo's application is a signal that Kosovo is dedicated to democracy, rule of law and protection of the rights of all citizens.
The Council of Europe is an international organisation for human rights, democracy and the rule of law in Europe, headquartered in Strasbourg, France. The Council advocates freedom of expression and media, equality and minorities in member states.
The app examines the Committee of Ministers and after reviewing the situation in Kosovo, the final word is given by the Parliamentary Assembly, which consists of national representatives of member states. Admission is made with the votes of the 2/3 majority.
Every member of the Council of Europe must accept the principles of rule of law and the implementation of fundamental human rights and freedoms for all persons within the jurisdiction of that state.
In the absence of Russia, which on 16 March this year has been expelled from this Council, due to the start of the unprovoked war in Ukraine, two-thirds of the member states of this organisation recognise Kosovo's independence.
