The issue of Kosovo's membership in the Council of Europe has been left off the agenda of the meeting of the Committee of Ministers. The Committee of Ministers of the Council of Europe meets on Tuesday and Wednesday in Luxembourg.
Before the start of the first meeting of the Committee of Ministers, without the inclusion of the issue of Kosovo's membership, the acting Deputy Minister of Foreign Affairs, Kreshnik Ahmeti, said that "Kosovo does not appear as part of the agenda."
In a reaction on Facebook, Deputy Minister Ahmeti said that "unofficial demands" for membership have been unfairly imposed on Kosovo.
"Although all standards have been met and each criterion has been fulfilled, the membership of the Republic of Kosovo is not included in the agenda of the Council of Europe ministerial, which is being held today and tomorrow in Luxembourg," said Ahmeti.
He said the Parliamentary Assembly of the Council of Europe, which last year gave the green light to Kosovo's application for membership, is the final mechanism that addresses whether the criteria have been met.
"The Committee of Ministers has never acted contrary to the opinions of the Parliamentary Assembly and the current delay in addressing its opinion on Kosovo is unreasonable. It is precisely the Parliamentary Assembly that determines the membership criteria, as the cases of Monaco and Armenia's membership show. Nowhere are 'unofficial criteria' foreseen, which are being unfairly demanded of Kosovo," said the acting Deputy Minister of Foreign Affairs.
According to Ahmeti, this treatment by the CoE Committee of Ministers "is a worrying signal for the region", especially in the new context following the meetings of Serbia's political and religious leaders with President Putin.
In April 2024, the CoE rapporteur for Kosovo, Dora Bakoyannis, presented her report to the Parliamentary Assembly, stressing that Kosovo has fulfilled all the membership criteria. This report was adopted with over 80% of votes in favor.
