"The risk of a new conflict between Kosovo and Serbia is great. I would be irresponsible if I said otherwise, especially after the world has seen what Russia has done with Ukraine", this is the strong statement made by Albin Kurti in the Italian media.
The Prime Minister of Kosovo, head of the Social Democrats, has the advantage of not hiding behind fashionable speeches. On the desk in his studio, in the tallest building in Pristina, he has a file documenting Moscow's involvement in Belgrade and, by extension, the Serbs in northern Kosovo.
How high is the risk of a new conflict?
"I don't want to say very high, also because we have the NATO contingent here, but certainly high. We are a democracy bordering on an autocracy, after all. Before the invasion of Ukraine the opportunities were few, now the situation has changed. The first episode, a consequence of the Kremlin's fascist idea of Pan-Slavism, was Ukraine. If we have a second episode, e.g. in Transnistria, then the chances that a third war will take place in the Western Balkans and in Kosovo, in particular, will be very high".
What elements are there to say that Moscow commands Belgrade in relations with Kosovo?
"On November 25, Serbian Prime Minister Vučić was in Sochi: it was the nineteenth meeting with Putin in ten years, on average they meet twice a year. It is not normal for government leaders. On that occasion, Vucic said: "We talked about double standards and hypocrisy in international relations. Putin is aware of this. I showed him the north of Kosovo on the map".
That Serbia is in the Russian orbit is nothing new. What has changed?
"In September 2021 for the purpose of reciprocity I decided to put temporary license plates for Serbs entering Kosovo, they responded by flying Mig29 along the border, where the Russian ambassador and the Serbian defense minister rushed. : The Russia-Serbia Humanitarian Center built in 2012 is only 160 kilometers from the studio in which you and I are talking. And 151 of the 250 members of the Serbian parliament are part of the friendship group with Russia."
From a military point of view, have you noticed any movements that concern you?
"Last year they planned 91 joint military exercises and conducted 104. The two most important are called Slavic Shield and Slavic Brotherhood. Since August 2001, Serbia has established 48 forward operating bases, 28 military and 20 gendarmerie. Serbian Veterans have all become pro-Russia. How to say: the danger exists and we warn about it.
You have postponed the entry into force of the measures - for documents and Kosovar license plates - that have provoked protests in the north of Kosovo, with a Serbian majority, to September 1. Will it change them or keep them the same?
"In the third week of August there will be a meeting in Brussels between us and the Serbs on the general aspects of Kosovo-Serbia relations, I hope it will help reduce the tension".
Judging by the statements of the members of the Serbian List, they will remain against it. Will the reform still take effect?
"The conversion of license plates introduced by Milosevic is a decision of my government. They have two months. The same applies to documents: on Sunday, for the few hours it was in force, the border points that remained open were open. they gave 2679 without incident. That's why they had to call someone for the barricades: the protest did not arise spontaneously from below, it was organized by Belgrade and supported by Russia".
On Sunday there were people in hoods on the street. Do you have a better idea?
"The prosecutor is looking at the videos posted on social networks. They were persons on the payroll of Belgrade, who work in illegal structures in the north of Kosovo. Some of them were really criminals, as they ended up on the United States blacklist last year. Treasury Department. I refer to Radoicic and Veselinovic. It was deja vu: that method was used by the Serbs in the early 90s during the breakup of Yugoslavia. But Kosovo is now a democratic country, they can do very little. they are frustrated because our economy, even though they don't recognize us as a country, is flourishing".
Don't you think that NATO membership, your stated goal, could generate further tensions with Serbia?
"The opposite is true. Our partnership with the Peace Program and alliance with NATO will help maintain a lasting peace. Our orientation is transparent. And it is based on Euro-Atlantic values."
