At the meeting of April 18, 2025, of the National Council for Territory and Water, a project with serial number 45 was also approved. It concerns a construction permit named "Albora's Lake". Construction would take place in the forge area, while the construction permit, plan and data of the entire project have not yet been disclosed.
Meanwhile, a few weeks after the approval, the beneficiary company "Lion Construction" itself published a model for the construction, where in addition to villas and low-rise buildings, towers up to 30 floors would also be built in that area. A massive project, which includes the eastern part of Lake Farka, adjacent to the Southern Ring Road that connects the city of Tirana with the TEG area.
VoxNews has learned that the works for that complex began long before the permit was approved by the KKTU. More precisely, the permit was granted in April 2025, while the trucks and heavy vehicles went to the area in the fall and winter of 2024. At that time, the residents of the area even denounced a company that was paving the area without any relevant permit, with heavy vehicles.
Between December 2024 and January 2025, excavators from a private firm (subcontractor) went throughout the area and excavated. The excavations even led to the collapse of a newly built road, which connected the entire neighborhood to the Great Ring Road of Tirana. Although there were complaints, no law enforcement institution took action and, since the firms had set up their “tentacles” in KKTU, the story passed without any problems.
Time passed and April 2025 came, where the Council also approved the project of "Albora's Lake", a "residential, hotel and service residence" located in Farkë, Tirana Municipality, with the developer company "Lion Construction".
Later, the company itself published models on the Internet, where it turns out that the towers and all the units will be located in the eastern part of Lake Farka. On the southern side they are bordered by another complex, “Rolling Hills Lake”, while several villas have also been built in the area. But the super project includes a huge area, where in addition to the towers, individual apartments and villas will also be built.

This is one of the largest projects ever approved by the National Council of Territory and Water. With just one decision, 17 30-story towers were given, in an area that until a few years ago was considered green. But, the greed of construction has severely affected it, where Lake Farka has been transformed into a huge concrete construction site. Especially since the area where the towers will be located was a stream, which also supplied the Lake with water.

The entire area, according to photos and videos available to VoxNews, was leveled in December 2024 and January 2025. The vehicles of a company, believed to be a subcontractor of the company that won the mega project, went to the area and did excavations and leveling. Even without any building permit and in complete violation.
The vehicles dug several meters, endangering the old neighborhood in that area. According to videos and photos, due to the erosion of the entire area, part of the neighborhood's connecting road with the Southern Ring Road of Tirana collapsed. No company or state official who allowed these works was prosecuted.
In fact, the company that carried out those works is not licensed by the KKTU. According to documents researched by VoxNews, the builder of 17 30-story towers and the entire area with residential, service and hotel units is the company "Lion Construction".
This company is owned with 50% of the shares by Bardhjus Bushaj and Erion Gina, two people with strong connections. Bardhjus Bushaj, also known as Dhjusi, is suspected of using the money of Lulzim Basha's brother-in-law to build. Meanwhile, the other shareholder Erion Gina is the brother-in-law of Aleksandër Frangaj, a businessman who, in addition to the media, is now strongly focused on construction.
Both, like Dhjusi and Gina, are close partners of Mr. Frangaj in other construction companies and projects throughout Albania. The people “in the shadows” of this project have lobbied strongly to ensure that no action is taken regarding the erosion and collapse of the road. And, these same people are suspected of having strongly intervened to ensure that the KKTU granted them permission.
