A tender worth 5.3 million euros, given in a highly suspicious manner to the firm “Salillari”, is canceled after only two months. On May 12, 2025, one day after the parliamentary elections, the General Directorate of Prisons headed by Klevis Qose, announced Pëllumb Salillari as the winner in the lucrative tender to build the Kukës prison.

But, after only 2 months, the same directorate suddenly canceled it, raising many questions about the entire procedure. Did the firm in question deceive about the documents submitted? Did it submit false data? Why was it the only one in the competition?

The above document is the winner's notification of the General Directorate of Prisons dated May 12, 2025, addressed to the firm "SALILLARI". The subject of the tender was "design and construction of the Kukës Penitentiary Institution".

"We announce that these bidders participated in the procedure with the respective values offered by "SALILLARI" worth 528,300,000 lekë excluding VAT," the document said. In fact, the offer of the firm "Salillari" was 99.9% of the limit fund. The other firms were "removed" from the criteria, as none of them met them.

A tender is held with only one bidder, but the bid also comes with the entire limit fund. The suspicions at the time were that everything was predetermined and that the documents were made by the firm itself.

"Upon publication of this notice, you are requested to submit the contract security within 5 days from the date of receipt/publication of this notice. If you do not submit the contract security within the deadline specified in the winner's notice, then the contracting authority will confiscate the bid security and will conclude the contract with the second ranked bidder in the final classification," the documents stated.

But what happened next?! On July 14, 2025, two months after the winner was announced, the General Directorate of Prisons issued a cancellation notice for this tender. “The reasons for the cancellation are “if none of the submitted offers comply with the criteria set out in the tender documents.”

If "Salillari" was declared the winner and had to secure the contract within 5 days, why was it canceled? With what documents had the highly favored firm deceived in concessions, tenders, photovoltaics, river and mountain erosion?

The documents do not provide further details, but the case deserves a full verification of the entire procedure. From the drafting of standard documents, the announcement, the winner or even the securing of the contract. It seems that a number of Prison officials are suspected of having violated the procedures, while possible investigations could reveal all the irregularities. The documents are open and a verification or investigation is enough and everything will come to light.
