One of the companies that is being significantly favored is “Salillari”, once part of the “opposition” and especially of the LSI and now aligned with Rilindja. In the last two elections, local and general, the firm originating from Berat and headquartered in Vora, has openly “campaigned” for the Socialist Party, while being rewarded with a host of goodies, starting with concessions, tenders, construction permits, photovoltaic parks and many others.

There has been no shortage of permits for river erosion, in Mat and Shkumbi, or relatives of the company owners receiving subsidies for agrotourism or having roads built to their homes or businesses. The same company also operates in the Dimal area, with a huge permit that has flattened the mountain, while also building part of the Ring Road, and was later rewarded.

Meanwhile, Pëllumb Salillari's close friends, his brother-in-law and nephew, who were once warehousemen and mechanics, have already opened companies and managed to buy concessions, or with capital of 100 thousand lekë, they managed to convince the government to acquire hundreds of hectares of land to build parks.

A few years ago, hackers managed to get the payroll from the tax authorities. The publication of the list has exposed the public and private sectors, but has also "shown" the past of some "businessmen". One of them is Mr. Hektor Agalliu, originally from the village of Tërpan in Berat, where this pensioner has managed to buy one of the much-debated concessions, Triporti in Vlora.

It is learned that, in 2021, when Mr. Agalliu was a warehouseman at the company "Salillari", the government granted a concession for the construction of a yacht marina. The concession was granted to the companies "Agbes", "Besta" and "Arconstudio" and "Premium Construction & Maintenance". These companies were to build the new commercial port of Vlora with their own money and the government would transfer to them in installments the amount of about 60 million euros for 7 years.

Meanwhile, a year after the concession was awarded, the three major construction firms that met the conditions to win the auction began to sell their shares one by one. The name of the concessionaire firm has become foreign, from what seems like a serious investment to “Vlora Harbor Construction and Maintenance”. With the movement of these firms, the shares were transferred to Mr. Hektor Agalliu, originally from Terpan.

There are suspicions that, behind all these transactions, there is Mr. Pëllumb Salillari, the owner of the firm "Salillari". Mr. Hektor Agalliu is his brother-in-law, while as we confirmed above, he was a warehouseman of this firm. But, how can you sell an investment of 60 million euros for 100 thousand euros? And, to a firm or individual that has no past in construction?!

It seems that everything was fictitious, in order to cover up the construction of the fastest work. The three companies that won the concession in 2021 were supposed to complete it in 3 years, that is, in 2024. But, not only has it not been built, but the works have not even started in the Triport area.

It seems to be a scheme to hide the constructions, or the way the concession was granted. A possible investigation by law enforcement agencies, despite these ownership changes, would seem very difficult. But, the papers are there and everything seems to have an "orchestration" by the authorities.

According to documents available to VoxNews, a few weeks ago the National Council of Territory and Water granted authorization for the construction of anchorage and port structures at sea, located in the Triport area of Vlora. The authorization was granted to the concessionaire firm "Vlora Harbor Construction and Maintenance".

"During the implementation of the works and services of the Integrated Port at Triport Vlora, the activity of entry, exit and anchoring of fishing vessels, which are currently anchored, shall continue and not be hindered. The Water Resources Management Agency is charged with the implementation of this decision," the decision states.

But why this decision 4 years after the concession was granted? The construction period was 3 years, while with this decision, the concessionaire company that went into the hands of the pensioner from Tërpani, Berat, will justify that in 2025 it received the authorization from KKTU. It seems that everything was done by an order, where the Triport area was initially used for ship TECs and now it is being built.

If above we proved that the Triport concession was won by Hektor Agalliu, Pëllumb Salillari's brother-in-law, below we prove that Hektor's son, Çngjëll Agalliu, has received a permit for a photovoltaic park. It seems like a long circuit, but in fact it is very short, where all the threads of this park lead to the "Salillari" firm.

The letters state that Mr. Engjëll Agalliu founded the company “Albania Solar Power” with 100 thousand lekë and then the government gave him permission for an 82 mega solar power plant. According to the documents and research conducted by VoxNews, until 2021 Engjëll was a mechanic at the company “Salillari”, with a very modest salary of about 80 thousand lekë, but he had a little more than 60 thousand lekë in his pocket. And, this mechanic manages to earn a super license, where will he generate millions of euros from?!

Even in this case, the indirect beneficiary is undoubtedly Mr. Pëllumb Salillari, who worked day and night for Rilindja in the last two elections. But if he is afraid to put his name forward, why is he "hiding"?

The “Salillari” company has a number of exploitation permits, from the Dimal area where it has flattened the mountain above the town, to the Mat River, where a number of works of art have been destroyed. Although river erosion permits have been revoked and suspended for small companies, they have now gone to a handful of oligarchs.

According to documents available to VoxNews, in recent months the National Council of Territory and Water has approved the permit for the use of the water source to the company "Salillari". "The KKTU decided to approve the permit 'for the use of the water source', with the aim of using inert materials extracted from the beds of rivers, streams, lakes, with or without water, located: Shkumbin Riverbed, Elbasan Municipality, subject 'Salillari'" the decision states.

It is learned that permission has been granted for the implementation of the project "construction of the Elbasan-Papër road axis, (phase I)". So, after receiving over 20 million euros in a tender from the Albanian Road Authority, the company is "rewarded" even for eroding the river.

According to documents available to VoxNews, the company "Salillari" has won a host of other tenders, from central and local institutions, becoming one of the "sharks" that is eating the state budget daily. Some of the tenders have been won with the highest bid, while in others the procedure has been rewarded with contract extensions.
