The result of the parliamentary elections of May 11 was not a coincidence throughout Albania, where opposition figures were "bought" and sided with the majority. VoxNews has reported several cases, such as the case of Agim Xhindoli in Lushnje, Agron Çela in Shkodër, or recently the former leader of the Democratic Party in Vlora, Genc Deromemaj, who was appointed director of the Cadastre.
Meanwhile, in these lines we will focus on another name, also very influential in Vlora, who seems to have completely abandoned the opposition and former Prime Minister and President Ilir Meta himself, to join the current Prime Minister Edi Rama. His name is Shkëlqim Selami, an LSI MP elected in 2013, while he was dismissed in 2016 by the decriminalization law.
Reason for dismissal?
He had not declared a security measure as a member of a criminal organization in Italy.
Meanwhile, the years passed and Selami slowly moved with the majority, working behind the scenes, obtaining construction permits as he owns several companies that operate mainly in Vlora. Meanwhile, in 2020, a few years after being dismissed from the deputy, he founded the company Selami Konstruksion and 4 years later, namely in 2024, he received permission from Prime Minister Edi Rama to build a town in Orikum, Vlora.
In 2024, the National Council of Territory and Water approved the development permit for the construction of a residential, hotel and services complex with 6 and 7 floors and 1 basement floor, on Aulona Street, Orikum. The developer is the company “Selami Konstruksion” sh.pk, established in 2020 and with sole owner Mr. Shkëlqim Selami.
The accompanying documents specify where the construction will take place. "The area where the potential project in question will be developed is located along the 'Orikum' road, respectively in cadastral area 2832, in the Municipality of Vlora. Located at a distance of 14 km as the crow flies and approximately 30 minutes from the center of Vlora by car, it constitutes a new strategic pole for the coast," the documents state.

VoxNews reviewed the other documents of this permit, which does not mention the construction of a hotel or palace, but the construction of a new town in Orikum. The area is extremely large, with dozens of palaces spread over a very large area at the entrance to Orikum. The property in question has been quite coveted and the owners have often "busy" with each other to share it.
Meanwhile, VoxNews has learned that after Selami entered the scene, all the arguments were settled, and then the relevant permission was obtained with all the connections of the former MP up to the top of the government. "Following the development of this entire area, there is a need to integrate a modern level of hotel infrastructure into it, considering the growing demands in relation to this functional destination for the coast," the documents state.
The permit states that the construction is typologically conceived as a business hotel located in a multi-storey building. "It aims to meet the requirements not only of the hotel industry but also of nearby residences with complementary services such as bars, restaurants, SPA, conference rooms, etc. With a location near the coast, the luxury apartments are in the presence of green spaces that offer an atmosphere of tranquility," the documents state.
According to them, the main use will be residential, although these spaces will also include many different service facilities in the form of a commercial center. Residential spaces can be found in a variety of typologies and sizes, but above all they are flexible and can be reorganized depending on requirements.
