The biggest surprise in Albania lasts only a few days or weeks, as successive scandals do not even leave room for past abuses. But, in these lines, the VoxNews editorial team will focus on one of the most sensational issues that occurred 10 years ago, in Albania's largest port.

Several directors, including the Administrator of the Durres Port Authority, were arrested in 2015 for gross abuse of office. The abuse was that they significantly favored EMC, the company they were owners and shareholders of, in tenders and procedures.

The prosecution found damages of hundreds of thousands of euros, as the case was then taken to court. But what happens next in this small Albania?!

The two former directors of the Port of Durres, arrested 10 years ago, continue to win tenders for zero sums at the Durres Port Authority. A great surprise, both with state offices and even with law enforcement agencies, as this chain has not yet been broken.

According to documents available to the VoxNews editorial team, the Durrës Port Authority has awarded the company "EMC Engineering Maintenance Center", with an address in the Rrashbull municipality. The tender is for the "Purchase of electric forklifts for the Car Terminal", with a delivery deadline of 9 months from the date of signing the contract.

The selection criterion was the most economically advantageous offer based on price, while the company "AON" had an offer worth 17,400,000 lek, excluding VAT. The company "EMC Engineering Maintenance Center" also had an offer, worth 174,400 EURO or in lek, 17,305,712 lek, excluding VAT.

VoxNews browsed the National Business Center where it turns out that the owners of the EMC company are Mr. Eduart Ndreu and Mr. Agron Çopja. The company operates in the village of Vrin, in the Rrashbull Commune in Durrës, and its object is the import, export and wholesale and retail trade of tools, machinery and industrial equipment, their spare and consumable parts, batteries, chargers and related parts, materials, hydraulic, electrical and electronic parts and systems, tires, etc.

It also operates in transport, logistics, port, etc. It is a representative of several German companies.

Who are its owners, Eduart Ndreu and Agron Çopja?!

According to media reports, Ndreu has been the long-time director of the Port of Durres. Meanwhile, Çopja was a subordinate of Ndreu, serving as the director of Operational Services.

In 2015, both Ndreu and Çopja, while on duty at the APD, were arrested by order of the Durrës Prosecutor's Office, after they had embezzled the amount of 230 million lek, creating a private company for the technical maintenance of tools, mechanisms and industrial equipment in the possession of the APD.

"The tenders for which the former APD officials are accused were won by the company 'EMC', which was established on 16.04.2012, a time when the accused persons were in management positions at the port," the prosecution would specify at the time.

But, time passed and the same firm and the same people continue to receive millions from the Port of Durres!
