A government initiative to transform a military zone in Bulqiza into hotels and bars, calling it Retro Park, will “eat” another 2.7 million euros, bringing the total cost to a full 6 million euros. According to documents researched by VoxNews, the head of the Albanian Development Fund, “businessman” Dritan Agolli, has not forgotten that in every public investment he uses state money to build hotels, restaurants and bars.
A courageous initiative by Agolli himself, where in every place starting from the spas of Përmet, Saranda, Petrela or even now Bulqiza, he builds the business models that his family operates. We recall that Agolli's son owns a luxury restaurant in Hamallaj, while other members of his family are also involved in profitable businesses.
Normally, the development of such areas is welcomed by local residents or even tourists, but the behind-the-scenes work with which Agolli himself operates, since he always favors his "clients", has led to every built work ending up in the hands of a narrow group of people. There are doubts that the new tender for the Retro Park in Bulqiza will end up in the same hand that won the first lot.
The above document, obtained by VoxNews, is the announcement of the opening of a new tender for the Retro Park in Bulqizë. The subject of the procurement procedure is "construction of integrated model infrastructure in areas with development potential, Bulqizë". It concerns the "Retro theme park, Bulqizë 'division', lot 2". The limit fund for this tender is 271 million lekë, or a little more than 2.7 million euros, while it is learned that the procedure is ready to be tendered.
But what follows this new tender?!
VoxNews reviewed documents from the fall of 2024, which show that the ADF opened a tender for the project, which aimed to restore the former military zone to a tourist and cultural destination. At that time, the limit fund was 338 million lek, while in October 2024, the winner of the tender, the company "Ulza", was announced. The first tender specified that the deadline for the works was 24 months, while a new tender was opened less than 12 months later.
The suspicions are that the new tender is an addition to the first procedure. But why now? Is it predetermined?

According to accompanying documents, the Fund writes that the project includes the redevelopment of the “Retro-Hotel” in the former Officers’ House, as well as eight two-story apartments located in the same area. The main building, the former Officers’ House, has an area of 490 m² per floor and consists of two to three floors.
"The project aims to bring retro-style hotel rooms, high-capacity rooms for group stays (hostel), as well as a museum room containing furniture and technology from the communist period. Also planned is the integration of new breakfast and cafeteria units, administration and reception spaces," the documents state.
