The State Treasury allocated around 300 million euros to 10 companies last year, with 13 percent of this amount going to Bankers Petroleum , which ranks second on the list of companies with the largest transfers from the state budget.

Data analyzed by OpenData shows that Bankers has benefited from around 3.9 billion lek in transfers from the treasury, or almost 40 million euros.

The transfers are mainly for VAT reimbursement, which the Albanian state covers based on the contract signed with the company.

What is striking is that in the list of 10 companies that have benefited the most from the state budget, only Bankers is on this list as a beneficiary of VAT reimbursement.

The other nine are companies that were paid for work or services they received through tenders awarded by the government.

The money was deposited in the accounts of the Bankers company before the Fier Prosecution Office registered criminal proceedings on charges of setting up a fraud scheme with investments and income, to avoid tax obligations.

According to the prosecution's accusation, the company has exported and sold around 5 billion euros, while declaring losses of around 110 million euros throughout the entire period.

Bankers is suspected of having "fictitiously increased its expenses, with the aim of resulting in a loss in the annual balance sheet not only to avoid paying income tax, but also to benefit from a VAT refund."

The 40 million euros that the Albanian state budget reimbursed VAT Bankers over the past year are arrears and, according to the company, the Albanian state owes it another 30 million euros in VAT reimbursement.

This is not the first time that the country's authorities have investigated the company Bankers Petroleum.

An investigation by the National Natural Resources Agency in 2012 revealed a suspicious scheme that the company had set up in collaboration with third parties.

Under this scheme, Bankers fictitiously subcontracted to third-party companies, declaring them on the balance sheet as expenses.

In reality, the expenses were only on paper, the subcontracted companies did not perform any work.

The case ended in arbitration and last year the Albanian government announced that it had won the lawsuit filed by the company.
