How did Ahmetaj spend the reconstruction money? Kraja: SPAK is investigating

SPAK leader Arben Kraja stated before the Laws Commission that the special prosecution was investigating alleged abuses of reconstruction funds. He did not give more details on what was being investigated and who the officials involved are.

But, Kraja said that "the media has presented facts related to abuses of these funds" and that only the SPAK has launched several investigations by ordinary prosecutors, who should assess whether state officials are involved in these investigations to convey them to the SPAK, which has them under competence.

"It is issues that are under investigation and will receive the appropriate legal solution," Kraja said, giving no more details on the reasoning that the files in question were under investigation.

But what's being investigated by reconstruction abuse. SPAK itself has two files, including officials and former officials. The first file, for which he was forced by the Special Court to investigate, relates to the former head of the Municipality of Vora, Gentian Picari.

According to investigations, Picari, in collaboration with 3 damage assessment experts caused by the November earthquake, allegedly changed expertise for 43 dwellings by fictitiously increasing damage and misusing reconstruction funds.

In the other file, three persons have been arrested on the orders of the SPAK, as involved in a scheme to requalify a broken house after the property for public purposes, as damaged by the earthquake, to benefit financially.

In handcuffs have concluded persons under investigation, A.M. and F.H. suspected of carrying out the criminal activity "Illegal influence exercise against persons exercising public functions", envisaged by Article 245/1 the first and second paragraphs of the Penal Code; as well as for the person under investigation Dh. P., with expert duty at the Tirana Building Institute, suspected of carrying out the criminal activity "Falsification of documents".

Investigations into the case, verified in the Petrela administrative unit of Tirana City Hall, have been underway since 2020. At the behest of the SPAK, measures are appointed "obligation to appear in the judicial police" and "Suspension of the exercise of duty or public service", towards Sokol Kupi, acting Administrator of the Petreladministrative Unit.

Both cases suggest that in abuses of reconstruction funds, which after the 2019 earthquake, Edi Rama trusted The Ahmetaj to manage the level of involvement is wide, from lower local officials, to construction institute experts.

Allegations of abuses of reconstruction funds have also been raised by the International Monetary Fund, which in December 2021 urged the Ministry of Reconstruction to immediately implement measures to ensure transparency and accountability in relation to how these funds were being spent.

The IMF made the request through a statement following concerns about the transparency of the two funds, the reconstruction fund and the one for the pandemic, which was managed by the Albanian government through a separate mechanism, leaving it up to Minister Ahmetaj.

"Directors urged authorities to immediately implement transparency and accounting measures for emergency expenses and funds subject to reconstruction with appropriate controls for public financial management," the IMF statement said.
