The government has extended the deadline for the start of operation of the Albanian energy exchange, ALPEX, without giving any official reasonfor this postponement.
The stock market was due to open in February, but it has been postponed until the end of the year. The reasons are not officially given, while experts say the cause of the postponement is the market unprepared for this change.
For expert Edward Gjokutaj, the main problem of delays is the optimism with which the programme authors are based, which he said does not coincide with the reality of the energy market in Albania.
"This reality does not actually enable functional scholarship, as long as most of the objectives of the financial consolidation plan have not been realized," Gjokutaj said of Faktoje.al.
The problems, according to the expert, relate to the fiscal balances of electricity production, transmission and distribution companies in Albania.
"The lack of engagement of foreign partners with experience at these moments (the World Bank) or states that are invested in generation as well as the fiscal impurities of the financial balances of public production, transmission and supply distribution companies are an equally major problem, which is overlooked by ministries that are linked to the sector according to the respective areas of coverage". He follows.
In the 2021-2025 governing programme, the government committed that the Albanian Energy Exchange would be completely operational in February 2022. According to Finatoje, a few months later, this deadline has been erased from the 2021-2025 governing programme.
In the annual report of the Energy Regulatory Entity, the exceeding deadlines relates to the extended selection procedures of the Service Bidder for the stock exchange. The Regulatory Entity's report highlights that electricity trading for the day-to-day market in vacancies will start in November.
Even the periodic report of the Energy Community Secretariat, in the publication of November, notes the delay in the creation of the stock exchange in Albania due to the tendering procedures for selecting the Service Provider for the scholarship.
