In August 2020, the Public Procurement Authority penalized with two years exemption from participation in public tenders of the company "4-AM cece" after an investigation by this authority resulted that this company had won tenders by fraud and falsification of documentation.

In the FILE of the APP decision it turns out that the conviction of the firm "4-AM cece", was done because he made frauds and falsifications in 37 tenders where he participated in the Municipality of Tirana, Durres, Kumanovo, Tirana, Tropoj, Vlora, Kukes, etc., and in five ministries. The total value of these tenders was about 17 mln.

But the ban from participation in tenders apparently did not prohibit the company "4-AM ce" from violating laws and regulations, under allegations that for committing these violations there is also the blessing and assistance of Infrastructure Minister Belinda Balluku.

The company in question is involved in the construction of palaces alongside the Faculty of Construction Engineering in Tirana, on the "Artan Lenja" road. If during the punishment of the APP, 4-AM was caught for falsification of documentation and fraud, this time it is a matter of a literal environmental crime, by those for whom socialist corruption severed punishments during the recent changes of the Penal Code.

This is not the first time that this company with administrator and owner citizen Ardit Metaliaj has been accused of violations of this nature. It has also been denounced for fictitious participation in tenders, only to legalize procedures by not submitting complaints.

In total, according to Open Data data, the "4-AM" company has benefited from 26 public contracts with a total value of over 2 billion dollars.
