In early 2020, a request from the "Castrati Group", the company of Shefqet Kastrati and Concord Investment, owned by Artan Dulac, arrives at the doors of the Ministry of Energy and Infrastructure.
The request required the concession allotment of an area of 260 thousand square metres of Naval Force property at the Limion Auxiliary Base. Of this area, about 40,000 square meters were part of the marine force's spread plan.
The Ministry of Infrastructure conveyed the Maritime Force's request. The latter returned negative responses, citing, according to later statements by its former deputy commander, Arthur Mechollari , "the strategic importance and obstacles of the legislation in force, which did not recognise the proposed way of investment" by Castrati and Dulaku.
With the answer, Castrati corrects the offer and from the concession proposes public-private partnership. The new offer required the same area for exploitation for hotels and resorts in exchange for the private construction of a new base for the Naval Force.
With the new offer in hand, The Defence Minister at the time, Olta Xhaka, calls for consultation senior Naval Force officers to assess the request. Seduced by the idea that the private will build a new base with modern standards and given that the space it possessed was beyond the needs it used, the Naval Force approves by listing the Shefqes Kastrati technical and operational requirements and with the condition additional space to pass only after the completion of the new base.
According to Arthur Mechollari's later confessions, Minister Xhaka had praised the project handed over by the Naval Force as excessive and beyond the capabilities of the Companies of The Custrate of Dulak. But Mechollari claims that the project was real and equal, meaning that the Naval Force benefited as much as it gave to the privates.
From this moment on, the Naval Force was sidelined from talks with the private on this basis, while using power and ties within the Government, The Kastrati and Dulaku succeed ed that on 1 July 2020 they would rent 1 euro for 20 years about 4 thousand square meters more than the area projected in the initial demand. In addition, Castrati also benefited from the space defined in the Marine Force's spread plan.
The Government's decision provides for the contract to be linked to the Ministry of Finance, removing the Ministry of Defence. Former Naval Force Deputy Commander Arthur Mechollari later accused the SPAK of violating several laws, as both the Ministry of Defence and the Authorisation of the President of the Republic should be included.
Two weeks after the Government's decision, the contract is signed, where the detail that comes to light is that The Custrate of Dulac does not take over to ensure that the operational aspects of the Naval Force are not dispersed on this basis.
However, a series of indictments filed with SPAK in the spring of 2021 by Arthur Mechollari has put the implementation of this contract on hold.
