In 2019, Ilir Meta as the head of the institution he headed collided with a group of construction companies for a palace that was built in the West of the Presidency.
The start of the works was accompanied by a lawsuit that the Presidency handed over to the First Degree of the Administrative Court in Tirana. The presidency sued the National Territory Council, the Ministry of Infrastructure and Energy and the Territory Development Agency.
The indictment referred to a 2018 KKT decision to build the 9-story palace. The court considered the lawsuit. Similarly, the Presidency requested that the court secure the indictment through the immediate suspension of the implementation of administrative acts, the object of judgment according to this application for indictment for the suspension of any work, until the resolution of the case. But when the court considered the request, the Presidency did not appear and the construction of the palace came normally, while in the end the First Tier overturned the Presidency's indictment with a decision dated May 3, 2018.
Ilir Meta decided to appeal this decision and in the appeals file accuses the First Degree of a hasty decision.
“... The Administrative Court of the First Degree unilaterally and without the presence of the institution of the President of the Republic has hastily decided without subjecting the court hearing to the crash without fundamentally considering it, thus accepting the claims of the indicted party and the third person", the presidency's appeal file states.
The Court of Appeal accepted the review of the indictment and granted the Presidency the right in relation to the complaint of abolishing a point from the KKT decision, which had approved building permission for the palace adjacent to the Presidency court.
However, during the review of the file documents were discovered, under which permission as a building site for this area had been granted since 1998. Meanwhile, as far as the Presidency is concerned, its best opportunity to block the decision and review the permission granted since 1998 was the first tier.
The failure to appear in the First Degree raises doubts about a deal between Illyrian Meta and the builders in this palace. So Ilir Meta may have bargained, similar to the one denounced by The Priest in 2011, exchanged silence in the first degree and giving time and then even legal opportunities to 'legislate' the building.
What happened next suggests. The appeal gave her the right to the Presidency, but the building was fact carried out next to her court.
