From the abuses of Reconstruction to the firm for incinerators, should SPAK take

It was rumored for months that Edi Rama had cut Arben Ahmetaj's departure ticket and it was suspected that Ilir Meta could be an obstacle to this, as the President might not decree this departure. This doubt is reinforced by the fact that directly on the first day of work of the new President, Edi Rama takes them to sign Ahmetaj's resignation from the post.

But, if this thesis remains in doubt, what Voxnews.al learns for sure is the fact that Ahmetaj was considered a burden for Edi Rama's government in this third term. Reason? Multiple accusations of abuses in the value of millions of euros in the reconstruction and the signature for the incinerators.

For the reconstruction, the Durrës prosecutor's office has started preliminary investigations regarding the claims made by groups of citizens affected by the earthquake, but also companies involved in this process, while the incinerators are being investigated by SPAK.

Ahmetaj, (the minister who in front of the cameras and the microphone in the Assembly considers the state budget as personal) promised the completion of the reconstruction process in September 2021. Then he postponed it to the spring of this year, but the process has not yet been completed.

Moreover, the whole process has been accompanied by accusations and suspicions of huge corruption affairs. In at least eight tenders, worth about 20 million euros, companies whose owners have had problems with the law, including those accused of corruption, have been declared winners.

The scandal deepens with the fact that during the period that one tender was opened, two owners of two companies were under investigation for a fraud scheme with the Value Added Tax. They are suspected of, in cooperation with other firms, waiting for fictitious invoices to justify unfinished works and services, causing damage to the state budget.

Pavarësisht kësaj, ata janë shpallur fitues edhe pse ligji për prokurimin publik nuk lejon dhënien e tenderave kompanive të cilat kanë pronarë apo administratorë të dënuar, apo nën hetim. Nga rindërtimi kanë përfituar edhe kompani me pronarë të dënuar dhe nën hetim, pa ditur se cili do te ishte vendimi i gjykatës, çka do të rrezikonte ecurinë e kontratës për një proces emergjent siç ishte rindërtimi.

Keqmenaxhimi tjetër i Arben Ahmetajt lidhet me paaftësinë e tij për të thithur fonde nga donatorët, që u zotuan të ndihmojnë Shqipërinë me 1.1 mld euro. Por, mbi 600 mln euro të kësaj ndihme u kushtëzua me dërgimin e projekteve konkrete bindëse bashkë me kostot e tyre.

Deri në qershor të këtij viti, nga të dhënat e siguruara nga Euronews Albania pranë regjistrit të borxhit publik në Ministrinë e Financave dhe Ekonomisë, rezulton se në total janë marrë 16 linja kredie nga institucionet financiare ndërkombëtare nga viti 2020 deri më sot, por asnjëra prej tyre nuk ka pasur si qëllim rindërtimin.

Arben Ahmetaj deklaronte me mburrje pas Konferencës së Donatorëve të mbajtur në Bruksel më 17 shkurt të 2020-s se Shqipërisë iu ofruan gjatë konferencës së donatorëve në Bruksel 1.15 miliardë euro, prej të cilave 750 milionë kredi të buta. “Janë kredi të buta, me një kosto shumë të ulët qoftë në aspektin e interesit, të kostos së parë dhe operacionit”, është shprehur Ahmetaj.

Pavarësisht gjithë morisë së akuzave të hedhura ndaj tij, Arben Ahmetajt deri më tani nuk i ka hyrë gjemb në këmbë dhe ndoshta shkarkimi që i bëri Edi Rama mund të jetë hapi i parë në këtë drejtim.

Lëvizja e Ramës, ndoshta i paraprin thirrjes dhe marrjes së pandehur të Arben Ahmetajt për akuzat që rëndojnë ndaj tij, ku mes tyre është edhe padia e ngritur nga PD për inceneratorët. Nga LSI, Ahmetaj është përjashtuar, me Monika Kryemadhin që ka deklaruar shpesh se ai nuk ka firmosur.

Por, e vërteta është që Arben Ahmetaj ka firmosur si për inceneratorin e Elbasanit, ashtu edhe për atë të Fierit. Voxnews.al ka siguruar ekskluzivisht dokumente, ku Arben Ahmetaj është shprehur parimisht dakord për dhënien me koncesion të inceneratorit të Elbasanit, përmes një shkrese që i ka dërguar Ministrisë së Mjedisit më 14 nëntor 2014.

So, according to this letter, Arben Ahmetaj is implicated in the issue of incinerators, while affairs with the reconstruction are also cracking the square one by one. Are these not enough for him to be taken as a defendant by SPAK?

If not, it might be enough to reopen the "Hermes" file and the 18 million impulses that Ahmetaj bought in 2002 and 2004 through this company from Telekom at a quarter of the real price, causing a damage of 50 million euros to the state.
