This sector has entered against any law and against its functional duties a control of the last four years in the prison system.

SHKBB inspectors by order of Manja have taken over the powers of the General Directorate of Prisons.

According to the law, it is not the duty of SHKBB to control the operation of the institution, as they are set in motion according to the law on SHKBB, only for concrete events and objects.

The employees are making checks in prisons for schedules, for entering and exiting the institution, service planning, paroles, sentence reductions, disciplinary measures, fuel consumption, prison police equipment, security cameras, uniforms that the Directorate of Prisons supplies employees, employee payments, employment of convicts and disciplinary measures.

In some of the country's prisons, they are also controlling the transfers of prisoners, which is actually not their competence at all, they control the commercial unit, medicine, medications, education, activities of the convicts.

They also check the prison police, finances, personnel, background, for the kitchen, for the supply of food, cooking, meetings of convicts with family members, Skype communication, living conditions, lawyers' offices, premises for meetings of family members with convicts .

To continue the absurdity they control the payment of energy, water bills, fuel, payment of overtime and transfers of employees.

They control dismissals, transfers, reinstatements, employee absences.

All of the above is an open violation of the duties of SHKBB, as these are the competence of the General Directorate of Prisons.

Sources from this directorate tell Vox News that director Admir Abrija has turned into a puppet director, since the minister has already passed his duties to one of his confidants, such as the director of the Internal Control Service in Prisons.

The sources specify that the whole control is not at all related to the establishment of order, or the verification of the implementation of the law, but is open blackmail against employees from the management level to ordinary employees to leave their duties, to hire militants and people with nepotism and clientelism.

This arrogance and blackmail by Minister Manja has also achieved its results, as many employees with experience in the penitentiary system have resigned and many others are ready to leave their post.
