Prime Minister Edi Rama appears to have significantly changed his tone towards former Deputy Prime Minister Belinda Balluku, publicly putting distance between him and her battle with justice.

In his latest statement, during the "Flasim" podcast, Rama clearly separated the debate he has had about the relationship between SPAK and the executive branch from Balluk's personal responsibility for the criminal case.

Rama's message this time was different from that of March 2026. Sources in the prime minister's office tell Vox News that Rama has already "taken his eyes off" Belinda Balluku, a term used by the Prime Minister's people for those he removes from his shield.

This is perhaps Rama's clearest public distancing from the government's former number two since the start of Balluk's clash with SPAK.

The change comes as the investigation into her has expanded. According to recent reports, SPAK has also raised suspicions about other unjustified assets, and the issue has revived the discussion about whether the Special Prosecution Office can once again turn to the Assembly for a security measure against the MP.

The former deputy prime minister is a defendant in criminal proceedings no. 136/2025 and the investigation includes "violation of equality of participants in tenders or public auctions", in collaboration, in eight cases. This concerns the Llogara Tunnel tender and seven procedures related to the Tirana Outer Ring Road.

But the file is no longer limited to tenders. SPAK has announced that Balluk is also suspected of passive corruption, concealment or false declaration of assets, and laundering of proceeds of crime, the latter suspected of collaboration and more than once.

However, SPAK's standard in the Balluku case leaves much to be desired. Previously, SPAK has issued lightning-fast security measures for heads of institutions, businessmen, and journalists, without even questioning them, but in the Balluku case, it has stalled.

It remains to be seen whether SPAK will turn a blind eye to Balluk, or turn a blind eye and send a request to lift his immunity to parliament.
